Cooperative enterprise has appeal as a means of filling gaps in the economic institutions of the rural sectors of the transition economies of Central and Eastern Europe and the former Soviet Union. But in addition to problems that have faced cooperatives in the West because of their inherent characteristics, the Soviet-era legacy created cultural burdens that cooperatives will have to overcome. A review of countries’ experiences since 1989 indicates some commonalities in attempts to create “new cooperatives,” but also instructive differences across countries. Agricultural Development in Uzbekistan: The Effect of Ongoing Reforms 31

Agricultural transition in Uzbekistan, as in all CIS countries, is driven by a process of land reform, which involves redistribution of land among producers and concomitant changes in farm structure. In this article we review the process of land reform since Uzbekistan’s independence and examine its impacts on agricultural growth and rural family incomes. The analysis is based on official statistics and data from a farm-level survey carried out in 2007.

Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. Allocative and Technical Efficiency of Corporate Farms in Russia 31

This study is aimed to analyze Russian corporate farms technical efficiency using DEA and allocative efficiency basing upon VMP calculations. The estimations are carried out on three aggregation levels: total farm, sectors (livestock and crops production) and selected commodities (grain, sunflower, beef, milk and pork), using survey data. The results of analyses suggest that there is no substantial misallocation of resources given current input and output prices. High technical efficiency scores speak for production technologies being homogeneous and mean that simple extension of "best practice" production will not eliminate the large productivity gap between Russia and the developed market economies.

DUALITY OF FARM STRUCTURE IN TRANSITION AGRICULTURE: THE CASE OF MOLDOVA 31

The duality of farm structure in Moldova is manifested by the existence of a relatively small number of large corporate farms at one extreme and a very large number of small and very small family farms at the other. “Medium-sized” family farms, the backbone of any market agriculture, virtually do not exist in Moldova. Moldovan agriculture is characterized by a much greater concentration of land in large farms than agriculture in market economies. The small individual farms on the whole are more productive and more efficient than the large corporate farms. They produce higher incomes for rural families than corporate farms. ESTIMATING THE PROFITABILITY OF POOL COOPERATIVES 31

Profitability measures are omitted from performance analyses of marketing pool cooperatives that do not include raw products in their reported costs. A procedure to estimate the profitability of these cooperatives is proposed, converting net proceeds to a figure comparable to standard net profit or net margin. The median ROE calculated using the proposed adjustment was found to be significantly different from the median ROE of "net-margin-reporting" pools over the period 1971-1987. Application of this procedure will allow pool cooperatives to compare their profitability to other cooperatives and investor-owned firms.
