A bio-economic analysis of experimental selective devices in the Norway lobster (Nephrops norvegicus) fishery in the Bay of Biscay ArchiMer

Several fleets with various fishing strategies operate as a mixed fishery in the Bay of Biscay. Among the main fleets, bottom trawlers target Norway lobster (Nephrops norvegicus) and, together with gillnetters, they also catch hake (Merluccius merluccius). Trawling leads to average-size catches that are below the minimum landing size (MLS); such catches are discarded since they cannot be sold. These discards result in negative impacts on stock renewal, as most of them do not survive. This also results in an economic loss for both bottom trawlers and gillnetters since these discards represent a future loss of rent. A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay ArchiMer

The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. A microeconomic model of discarding behaviour ArchiMer

This paper proposes a formal analysis of the discarding issue including the sorting labour costs. Empirical evidences from an application to the Nephrops fishery in the Bay of Biscay show that sorting is an important time consuming activity on board and a factor of discarding. However existing literature does not explicitly take into account the sorting activity and mainly focus on quota and catch constraints. Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. This paper examines the effect of climate warming on the bio-economic performance of Bay of Biscay mixed fisheries and provides insights into the best management strategy for coping with global warming. Most fisheries worldwide remunerate their crew with a share system, where crew receive a part of the revenues or a part of the revenues less costs, rather than a fixed wage. Although labor is one of the main costs in fisheries and the share remuneration system has a strong influence on firm behavior and its economic performance, little attention has been paid it. In a share remuneration system, crew salaries can significantly increase when the economic performance of a vessel improves. This allows the crew to capture part of the fisheries rent. Ensuring representative economic data: survey data-collection methods in France for implementing the Common Fisheries Policy ArchiMer

Since 2001, Ifremer has implemented an economic data collection programme (EDCP) within the Data Collection Framework of the EU. It aims to obtain economic data from a sample of vessels representative of the entire French fishing fleet. This paper presents the strategies used for vessel sampling selection in the French EDCP and its implementation over several consecutive years. The approach is illustrated by the sampling plan for the fleet in the North Sea Channel Atlantic region. We show that the EDCP allows precise economic indicators such as gross revenue or fuel costs to be estimated for the whole fishing fleet, including small vessels (< 10 m), and consequently, it facilitates sound scientific advice regarding the Common Fisheries Policy. Most worldwide fish stocks are overexploited, and so exploited beyond the Maximum Sustainable Yield (MSY) and the Maximum Economic Yield (MEY). Not exploiting fisheries resources at MSY or MEY leads to the loss of production and rents from the fisheries. A large part of the EU fisheries are managed based on single species stock assessments; however, in reality, most species are caught together with other species and by different fleets. Investigating trade-offs in alternative catch-share systems: an individual-based bio-economic model applied to the Bay of Biscay sole fishery ArchiMer

An individual-based bio-economic model (IAM) is presented and applied to the Bay of Biscay sole fishery to investigate alternative quota management systems from a multi-criteria perspective. For this study, the model integrates several institutional arrangements related to catch share management. The current French co-management system with non-transferability of quota is compared to an alternative ITQ system in a context of transition to maximum sustainable yield (MSY).
