A Categorical Data Analysis on Risks in Agriculture AgEcon
Uematsu, Hiroki; Mishra, Ashok K..
This study compares farm operators’ risk perceptions and actual realization of risk attitudes revealed through off-farm labor, enterprise diversification, and use of contracts, crop insurance, and other types of insurance, using data from 2001 Agricultural Resource Management Survey (ARMS). Results from ordered logit model and multivariate probit models unexpectedly found that risk loving farmers are more likely to employ risk management strategies.

A TRANSLOG COST FUNCTION ANALYSIS OF U.S. AGRICULTURE: A DYNAMIC SPECIFICATION AgEcon
Moss, Charles B.; Erickson, Kenneth W.; Ball, V. Eldon; Mishra, Ashok K..
This study has used an empirical approach developed by Urga and Walters (2003) to examine the implications of the short-run specification of the standard translog cost specification along with the possible implications of non-stationarity. We have estimated a dynamic translog cost specification complete with dynamic share equations for U.S. agriculture and compared it to the static, long-run specification. We found that the dynamic translog specification yielded more significant parameter estimates, and yielded results that are consistent with economic theory. In particular, the coefficient m (the adjustment cost parameter) determines the overall autoregressive structure of the model. The fact that its estimated value (0.36) is statistically different...

ACREAGE EFFECTS OF DECOUPLED PROGRAMS AT THE EXTENSIVE MARGIN AgEcon
Goodwin, Barry K.; Mishra, Ashok K..
This analysis utilizes farm-level data to evaluate the extent to which U.S. farm program benefits, particularly the Agricultural Market Transition Act (AMTA) and market loss assistance payments, bring about distortions in production for wheat and barley production in the Northern Great Plains. The issue is important in light of the upcoming WTO negotiations and debate over the distortionary effects of such decoupled ("green-box") payments. Our results suggest that a modest, though statistically significant effect on acreage may have been evoked by AMTA payments. In particular,if the over $45 billion allocated to AMTA payments and market loss assistance had been doubled, wheat acreage may have been 7% greater and barley acreage may have been 12.8% higher....

ADOPTION AND ECONOMIC IMPACT OF SITE-SPECIFIC TECHNOLOGIES IN U.S. AGRICULTURE AgEcon
El-Osta, Hisham S.; Mishra, Ashok K..
A Heckman's two-stage method is used in conjunction with data from the 1998 Agricultural Resource Management Study to estimate the likelihood of adopting a variable rate application technology (VRT) and the impact of such adoption on the per-acre costs of fertilizers and lime in cash grain production. Results highlight the importance of operator's level of human capital and attitude toward risk, along with size and location of farm in impacting VRT adoption decisions. Results also indicate no significant cost-savings attributable to VRT adoption.

Aggregation Issues in the Estimation of Linear Programming Productivity Measures AgEcon
Shaik, Saleem; Mishra, Ashok K.; Atwood, Joseph A..
This paper demonstrates the sensitivity of the linear programming approach in the estimation of productivity measures in the primal framework using Malmquist productivity index and Malmquist total factor productivity index models. Specifically, the sensitivity of productivity measure to the number of constraints (level of dis-aggregation) and imposition of returns to scale constraints of linear programing is evaluated. Further, the shadow or dual values are recovered from the linear program and compared to the market prices used in the ideal Fisher index approach to illustrate sensitivity. Empirical application to U.S. state-level time series data from 1960-2004 reveal productivity change decreases with increases in the number of constraints. Further,...

Agricultural Policy and Its Impact on Labor Migration from Agriculture AgEcon
D'Antoni, Jeremy M.; Mishra, Ashok K..
Recent generations of farmers have experienced considerable difficulties earning a consistent living wage to support the needs of themselves and their families. To meet these needs, many farmers and their spouses have increasingly left the agricultural industry to seek employment. Previous studies have found government policies intended to slow the migration of labor from agriculture have little influence. Using an autoregressive distributed lag model and adjusting for non-stationary variables in the labor migration equation, direct government payments were found to have a negative and significant effect on labor migration from agriculture.

AN ANALYSIS OF TAX-DEFERRED RETIREMENT SAVINGS OF FARM HOUSEHOLDS AgEcon
Mishra, Ashok K.; Morehart, Mitchell J..
The retiring farmer generally tries to balance the desire to keep the farm intact as a going concern with the need for a secure assets portfolio to finance retirement. This problem becomes more complex in situations where younger family members choose not to be active in the farm business. Tax-deferred savings are potentially an important component of a retirement plan and could represent a very substantial increase in tax-free assets for many individuals. This study examines the tax deferred retirement savings of farm households. The model is estimated using Agricultural Resource Management Survey (ARMS) 1999 farm-level national data and the Double-Hurdle estimation method. Results indicate that farm household's source of income, age of the farm operator,...

AN ANALYSIS OF THE GOVERNMENT PAYMENT PROGRAM IN US AGRICULTURE AgEcon
Gulati, Sumeet; Mishra, Ashok K..
In an analysis of the determinants of government payments to a farm the paper finds cropping patterns, soil productivity, and more importantly human capital variables such as education, and age as significant. While analyzing the effect of government payments on the profit efficiency of agriculture the paper finds that the inclusion of government payments does not cause structural change in US agriculture (i.e., a change in returns to scale of the underlying technology). Nevertheless, the paper does find evidence of an indirect effect of government payments on efficiency. Farms that received greater government payments on aggregate were more efficient than other farms.

An Empirical Analysis of Internet Use by U.S. Farmers AgEcon
Mishra, Ashok K.; Park, Timothy A..
The Internet may reduce constraints on a farmer’s ability to receive and manage information, regardless of where the farm is located or when the information is used. Using a count data estimation procedure, this study attempts to examine the key farm, operator, regional, and household characteristics that influence the number of Internet applications used by farm households. Findings indicate that educational level of the farm operator, farm size, farm diversification, off-farm income, off-farm investments, and regional location of the farm have a significant impact on the number of Internet applications used.

AN EMPIRICAL EVALUATION OF YIELD PERFORMANCE AND CROSS-CROP YIELD CORRELATION AgEcon
Goodwin, Barry K.; Mishra, Ashok K..
This analysis considers two aspects of yield performance using a large sample of data collected from individual U.S. farms. In the first, observable farm and operator characteristics are related to relative yield perofmance. In general, larger, more diversified farms have higher relative yields. In addition, more intensive use of productive inputs tends to be associated with higher yields. In a second segment of the analysis, we focus on the extent to which yield performance for different crops on a single farm tend to be correlated. Our results suggest that farms in major growing regions tend to have greater correlation of crop yields. In addition, larger, more specialized farms tended to have more consistent yield performance across crops. Implications...

Are Organic Farmers Really Better Off Than Conventional Farmers? AgEcon
Hiroki, Uematsu; Mishra, Ashok K..
We employed the propensity score matching and estimated the causal effect of being certified organic crop producers on farm household income and its various components in the United States. Contrary to the standard assumption in economic analysis, certified organic farmers do not earn significantly higher household income than conventional farmers. Certified organic crop producers earn higher revenue but they incur higher production expenses. In particular, certified organic producers spend significantly more on labor expenses, insurance payments, and marketing charges than conventional farmers. The results suggest that early adopters of organic farmers have done so for non pecuniary reasons and the lack of economic incentives can be an important barrier...

Assessing Participation in the Milk Income Loss Contract Program and its Impact on Milk Production AgEcon
D'Antoni, Jeremy M.; Mishra, Ashok K..
The MILC program, a counter-cyclical income support program, was designed to provide price support to dairy farmers. Since the inception of the MILC program it has been argued that the program is inefficient and rewards inefficiency by keeping high cost, small dairy farms in business. Large dairy producers have expressed concerns that the MILC payments have negatively affected their farming income. Using farm-level, ARMS data from 2005, this study investigated the factors that affect farmer’s decision to participate in MILC program and if participation in MILC has an impact on milk production. The results show that participation in MILC program is positively correlated with farmer’s educational attainment, organic certification subsidy, milk price,...

Can Education Be a Barrier to Technology Adoption? AgEcon
Uematsu, Hiroki; Mishra, Ashok K..
The objective of this study is to test the widely‐held belief that the effect of education has a positive impact on technology adoption. Using 2006 Agricultural Resource Management Survey "ARMS" data, we estimate a simultaneous equations model to integrate farmers’ labor allocation decision with adoption of GM crops and precision farming. We confirm that the marginal effect of education on technology adoption is significantly larger for large farms for both GM crops and precision farming and it is unexpectedly negative for GM crops at all levels of farm size. These results suggest that formal education can be a barrier to technology adoption, especially for small scale farmers who have higher tendency to work off‐farm.

CHANGES IN THE DISTRIBUTION OF FARM WEALTH IN THE UNITED STATES AgEcon
Mishra, Ashok K.; Moss, Charles B.; Erickson, Kenneth W..
This paper examines the changes in the farm sector wealth from 1950 through 1999. The study uses Theil's entropy-based measure of inequality of farm equity by ten regions of the U.S. The entropy-measure is then used to decompose U.S. inequality into within-region and between-region differences. Results show that for the period 1950 to 1993, relative to the number of farms per state, farm wealth in the U.S. became more equally distributed. Further, results show that inequality in wealth may be on the rise in recent years. Key words: inequality, Theil's entropy, farm equity, regional decomposition.

DECOMPOSITION OF VARIABILITY IN ASSETS AND DEBT OF FARM HOUSEHOLDS IN THE U.S. AgEcon
Mishra, Ashok K.; El-Osta, Hisham S..
The study measures how much of the variability in farm household assets and debt are attributed to the variability in farm and non-farm assets and farm and non-farm debt. Using a normalized variance decomposition approach and data from the Agricultural Resource Management Study (ARMS) survey, results show that origin of assets and debt variability differs with farm size and location of the farm household.
