The Agricultural & Food Policy Center (AFPC) updated the comparison of corn and sorghum county loan rates following the general methodology outlined in the October 2002 Food and Agricultural Policy Research Institute (FAPRI) study on corn and sorghum loan rates. The study answers two questions: 1. Are the 2006 county loan rates established by USDA consistent with the Congressional mandate that national average loan rates for both commodities be $1.95 per bushel? 2. This research tests for changes in aggregate milk production due to the operation of the Milk Income Loss Contract (MILC) program since 2002. Aggregate production is decomposed into the size of the dairy herd and milk production per cow. We find no statistically significant response in either variable. This finding implies that the simultaneous operation of income and price support programs in the United States has not, thus far, proven self-defeating.

An Analysis of Cointegration: Investigation of the Cost-Price Squeeze in Agriculture

The differences in prices paid and prices received by farmers are examined using cointegration analysis. A Johansen cointegration test between prices paid and prices received revealed that the series were cointegrated. After accounting for technological change, we do not reject a long-run one-for-one correspondence between prices paid and prices received.

Ethanol production in 15, 30, and 80 million gallon per year production plants are analyzed at various subsidy levels. The results indicate that removing per plant subsidy limits allows reduced total state subsidy expenditures. This action takes advantage of the economies of scale inherent in larger ethanol plants.

An Interactive Illustration of Farm Program Provisions

Explaining the details and the impacts of government program provisions to agricultural producers can be a challenge for extension educators. This paper introduces a visual interactive tool that demonstrates the calculations of government payments established in the 2002 farm bill. Additionally, the paper explains how the tool is created in Microsoft Excel and may be used in other areas.

In anticipation of the new farm bill, seventeen representative rice farms from six different rice-producing states have been analyzed to compare the continuation of the FAIR Act provisions with the House proposal, H.R. 2646. Each farm was simulated assuming each policy would be in place for the next five-year period, or 2002-2006. A full description of each of the farms can be found in the Appendix.

This report is a companion to FAPRI-UMC Report #09-06, which contains the sector level results of the wheat policy options requested by Senators Crapo and Baucus, and Representatives Musgrave and Pomeroy. The Agricultural and Food Policy Center (AFPC) has completed a farm level analysis of five alternative policy options on the economic viability of 13 representative wheat farms located across the United States. The results of the analysis are compared to a continuation of the current farm program over the 2006-2013 planning horizon, however, the policy alternatives are assumed to begin in 2008/09.

Contrary to developments in other parts of the world, South Africa has not developed a bio-ethanol industry. The objective was to quantify the risks and economic viability of a wheat based bio-ethanol plant in the winter rainfall region of South Africa. Monte Carlo simulation of a bio-ethanol plant was used to quantify the risk that investors will likely face. Under the Base scenario a 103 million liter bio-ethanol plant would not offer a reasonable chance of being economically viable. Alternative price enhancing policies were analyzed to determine policy changes needed to make a bio-ethanol plant economically viable in the region.

The Secretary of Agriculture recently provided Congress with a report entitled “2007 Farm Bill Proposals” prepared by USDA. The report contains a large number of proposed changes to the 2002 Farm Bill, which could directly impact the incomes of crop producers. One such proposal calls for replacing the counter cyclical payment (CCP) program with a counter cyclical revenue (CCR) program.
