User fees have become a popular means of financing public services, including certain transportation facilities. The Water Resources Development Act of 1986 includes provisions for user fees to finance part of the costs of operations, maintenance, and new construction of the U.S. port system. The purpose of this paper is to evaluate the welfare implications of this legislation. An analytical model is developed and used to estimate the impact of port user fees on grain and oilseed producers, consumers, and the government. An econometric model of the U.S. corn sector is used to estimate the welfare effects of the Uruguay Round Agreement. Trade liberalization also leads to changes in input use that can affect the environment. The gains from trade liberalization are adjusted for the environmental effects caused by these changes.

This study estimates demand for wheat differentiated by classes using a dynamic AIDS model for the United States and the European Union (EU). The results suggest that imported wheat is more price responsive than domestic wheat in the U.S. market but not in the EU market. The high price responsiveness of Canadian wheat in the U.S. market may suggest that the Canadian policy that reduces prices in the U.S. market or U.S. export subsidies that raise prices of U.S. wheat could be expected to give rise to substantial substitution of Canadian for U.S. wheat.

FRACTIONAL CONINTEGRATION AND THE FALSE REJECTION OF THE LAW OF ONE PRICE IN INTERNATIONAL COMMODITY MARKETS AgEcon

This study examines the Law of One Price (LOP) in international commodity markets using fractional cointegration analysis. For proper evaluation of the LOP, fractional cointegration analysis seems to be appropriate because of its flexibility in capturing a wider range of mean reversion behavior than standard cointegration analysis. Out of nine pairs of price series examined, fractional cointegration supports the existence of the LOP in eight cases, as compared to three cases using standard cointegration procedures. Overall, these results suggest that there is a long-run tendency for the LOP to hold for commodity prices.

Investing in Hope: AIDS, Life Expectancy, and Human Capital Accumulation AgEcon

A three period overlapping generations model is developed to investigate the impact of shorter life expectancy due to disease, on human capital investment decisions and income growth. This research is particularly relevant to Sub-Saharan Africa given the dramatic reduction in life expectancy due to HIV/AIDS and the potential lasting effects on growth. Our results indicate that as life expectancy shortens so does schooling inducing a lower growth rate of income. These relationships are even more pronounced for the African continent than for the rest of the world.

PRICE INTEGRATION IN MERCOSUR COUNTRIES: A FRACTIONAL COINTEGRATION ANALYSIS AgEcon

This paper examines price integration in the MERCOSUR countries of Argentina and Brazil after the creation of this regional economic agreement using a fractional cointegration analysis. The results suggest that Argentine wheat and corn prices are fully cointegrated with the corresponding world prices, whereas Brazilian wheat prices are not cointegrated with the world price. These results support the idea that, for these markets, MERCOSUR is operating more like a free trade area than a customs union with harmonized trade policies. Sanitary regulations, product definitions, grades, production or processing regulations, and other qualitative standards are generally applied to both domestic production and imported goods. These quality restrictions can be seen as trade barriers, although it is often difficult to determine whether a given restriction is based on legitimate health or safety concerns or is simply an alternative device for protecting producers. This paper specifies an empirical model of the relative decline of the agricultural sector consistent with the neoclassical explanation. We utilize a production theory approach to analyze the effect of changes in relative prices, relative factor endowments and technical change on the share of agriculture in GDP in a growing economy. The model is estimated with time series data on the agricultural sector and nonagricultural sectors in Taiwan.

Time Series Evidence of Relationships Between U.S. and Canadian Wheat Prices AgEcon

In this paper, relationships between U.S. and Canadian wheat prices are examined using cointegration and error correction approach. The use of an error correction model is appropriate because U.S. and Canadian wheat prices are first differenced stationary and cointegrated. The results suggest that both U.S. durum and hard spring wheat prices respond to restore the equilibrium relationship with the corresponding Canadian price while the Canadian price does not respond to restore equilibria. That is, the structure of the respective policies is such that Canadian markets are largely insulated from influences flowing from the United States while U.S. markets are not insulated from Canadian influences.
