Analysis of differences between EU regulation 2092/91 related to other stan-dards – Potentials for harmonisation, simplification and regionalisation Organic Eprints

An analysis is made of the differences between the EU regulation 2092/91 and se-lected organic standards as well as national governmental rules as part of an EU-funded research project on the revision of this regulation. The results show that many differences have specific justifications, influenced by specific national or regional circumstances or policies. The possible impacts/conflicts of the differences on con-sumer/public perception, trade and on the organic farming principles are explored. Principles of processing of organic and ‘low input’ food have been analysed in the EU funded QLIF project. A literature survey showed that some of the principles are generally accepted (e.g. the use of certified organic ingredients, a certified production chain and minimal use of additives), others are shared broadly (e.g. more careful processing methods, naturalness) and some principles are in discussion mainly in the private sector (e.g. environmental management concepts, social requirements, regional focus). Development of criteria und procedures for the evaluation of the European Action Plan of Organic Food and Farming Organic Eprints

Within the EU funded project ORGAP a toolbox for the evaluation of the European as well as national action plans for organic food and farming has been developed (www.orgap.org). This toolbox was based on a comparative analysis of national action plans in eight countries (CH, UK, DE, IT, DK, SI, CZ, NL, ES), a meta-evaluation of existing evaluations of national action plans, workshops with national stakeholders and a European Advisory Committee, interviews with experts. Furthermore synergies and conflicts between national and the European Action Plan were identified.

Die vorliegende Untersuchung basiert auf einer Situationsanalyse der Produktions- und Marktstrukturen der regionalen Landwirtschaft. These ideas were developed in the course of the European Union (EU) Concerted Action project ‘ORGANIC INPUTS EVALUATION’ (QLK5-CT-2002-02565). Organic farmers may only use those plant protection products which are listed in Annex II B of the ‘Organic Regulation’ 2092/91 and also registered for use at national level. At present, new compounds may only be listed in Reg. 2092/91, if they do not come into direct contact with the crop (although in perennial crops, contact outside the growing season of the edible parts is possible), which is a major obstacle for progress. The EU-funded ORGANIC INPUTS EVALUATION project aims at making Reg. 2092/91 more flexible with regard to new products, while safeguarding the principles of organic farming. This report summarises the findings of the project that have been presented in a number of separate reports and publications. In the Chapters 2 to 5 the approach, results and conclusions of the project are summarised, following the structure of the different work packages. Chapter 2 summarises the work on ethical values of organic agriculture. Chapter 3 looks at the differences in the implementation of Regulation (EEC) 2092/91 across Europe and compares the European Regulation with international standards. Zusammenfassuung: In diesem Bericht werden die wissenschaftlichen Ergebnisse nationaler und internationaler Studien zu den gesellschaftlichen Leistungen des Biolandbaus zusammengefasst. Als Referenzen werden dabei sowohl die konventionelle wie auch die integrierte Landwirtschaft herangezogen. Es ist den Autoren bewusst, dass alle Landwirtschaftsmethoden in der Schweiz und im Ausland eine grosse Streubreite aufweisen, da der Einfluss der regionalen sozioökonomischen Rahmenbedingungen, der Standortfaktoren, der Betriebsleiter und der unterschiedlichen staatlichen und privaten Regulierungen gross ist. Within the EU funded project ORGAP, a toolbox was developed for the evaluation of the European as well as national action plans for organic food and farming. Also recommendations and a resource manual for policy makers and stakeholders were developed. These were based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. This manual aims to support stakeholder involvement in future action plan development and implementation and evaluation processes at European Union (EU), national and regional level. The manual outlines the development of the organic food and farming sector in Europe; organic action plans as a component of European, national and regional policies for organic farming; planning and implementation of organic action plans; involvement of stakeholders in organic action plan development; and methods and tools for evaluation of organic action plans. The manual draws on key lessons learnt from more than two decades’ experience of development, implementation and evaluation of organic action plans throughout Europe.

Support for Organic Farming focused research has increased significantly in successive EU research funding frameworks. This is in line with constantly increasing consumer demand for organic foods over the last 20 years, which has accelerated again over the last 2 years in many European countries, including new member states.
