A Differential Examination of the Effect of Mandatory Country of Origin of Labeling on the Beef Sector 31

The introduction of mandatory country of origin labeling in the agricultural sector promises to yield consumer benefits by providing additional information to consumers. However, these benefits will be partially offset by the cost of labeling paid by producers. This study derives the labeling cost required to offset consumer gains from labeling.

Agricultural Policy: High Commodity and Input Prices 31

Because of high commodity prices, beginning in 2006, subsidies to farmers in the United States, the European Union, and Canada have been reduced significantly. However, significant losses have been experienced by the red meat sector, along with escalating food prices. Because of rising input costs, the “farm boom” may not be as great as first thought. Ethanol made from corn and country-of-origin labeling cloud the U.S. policy scene. Higher commodity prices have caused some countries to lower tariff and non-tariff barriers, resulting in freer commodity trade worldwide. Policymakers should attempt to make these trade-barrier cuts permanent and should rethink current policy legislation to deal with the possibility of a collapse of world commodity markets....

Cost-Benefit Analysis of a WTO Dispute 31

Since the WTO's inception in 1995, the number of cases it has dealt with has exceeded the number of disputes under the GATT. This suggests that Members have found the WTO dispute settlement system a useful means to pursue their interests. In this paper, we analyze an ongoing WTO dispute to illustrate the economic and political costs and benefits that accrue to parties when they engage themselves into the formal dispute process. We draw on the Philippine-Australian case, which challenges the latter's quarantine policy on fresh fruit and vegetables, to understand further how the WTO dispute settlement system affects state behavior and litigation patterns. Costs and Benefits of a WTO Dispute: Philippine Bananas and the Australian Market 31

Why do governments engage in WTO disputes? What can countries expect to gain from international legal trade battles? This article examines the costs and benefits of the Philippine-Australian dispute regarding Australia's quarantine policy on Philippine fresh fruits and vegetables, a case also of keen interest to a number of countries including those in the European Union, the United States, Canada, Ecuador, Thailand, China, India, and Chile. We find that a host of institutional, political, and economic factors can trigger disputes under strong, yet debatable, expectations over winning a case in the WTO.

ESTIMATING THE IMPACT OF BEEF IMPORT RESTRICTIONS IN THE US IMPORT MARKET 31

A beef import model is specified and estimated using disequilibrium econometrics. The statistical significance of the model suggests that disequilibrium has historically existed in the US beef import market. Surplus analysis based on the disequilibrium framework indicates that a welfare loss has been incurred as a result of the quota and associated voluntary restraint programmes that have existed in that market.

FARMLAND PRICE BEHAVIOR AND CREDIT ALLOCATION 31

A model of farmland accumulation analyzes the impact of credit allocation and the level of debt on farmland prices. The model stresses the importance of the real net wealth accumulated by the farming sector on the lending procedures for farmland purchases. It is shown that credit allocated on the basis of wealth not only increases farmland prices but also destabilizes them. The paper presents the model of individual accumulation to derive the farmland price equation whose dynamic properties are analyzed. A study of U.S. farmland data supports the theoretical results.

FREEZE RISK AND ADOPTION OF TECHNOLOGY BY ORANGE PRODUCERS 31

Orange producers in many regions of the U.S. are affected by the recurrence of frost. This study evaluated 147 California farmers' perceptions of frost risk relative to other business risks. Freeze risk perception was negatively related, for example, to farm size. Large farmers with diversified businesses had lower perceptions of freeze risk than small farmers. Change in crop location and the adoption of anti-frost technology were two important responses to freeze risk. California farmers shifted their location to frost-prone areas and adopted anti-frost technology. The emergence of E-commerce in the 1990s heralded the arrival of the New Economy. However, the failure of numerous dotcoms since early 2001 has led to a debate regarding the future direction of E-commerce and its potential relevance for agribusiness. This study examines the economic implications of E-commerce for agribusiness within the framework of New Institutional Economics. The New Institutional Economics implies that E-commerce has the potential to reduce direct transactions costs in agricultural markets, but that it also may add additional indirect transactions costs. This paper examines the economic impact of the 1979 labor strike against lettuce producer-shippers in the Imperial Valley of California. The theory presented suggests that formidable problems are encountered by agricultural labor unions in obtaining higher wages for farm workers. During the 1979 strike, ironically the returns to many of the lettuce producers in the Imperial Valley increased substantially.

MARKETING CHANNELS COMPETE FOR U.S. STOCKER CATTLE 31

This study investigates the underlying reasons for a producer's choice of marketing channels for stocker cattle in the United States. In addition to traditional public auctions, private sales, video auctions, and Internet auctions have been recently used in the marketing of stocker cattle. Findings show that while the number of marketing options may have increased in recent years, only relatively large producers can actually take advantage of these options. The marketing options for smaller producers are still limited due to their relative size. Also, the number of cattle marketed privately and through video and Internet auctions is found to be positively correlated with herd size.
