This paper examines price relationships in the international wheat market using a cointegration and error correction approach. Price series are found to be first difference stationary and cointegrated. Our results provide evidence that the United States, Australia, the European Union, and Argentina react to Canada's pricing decisions whereas Canada does not respond to any other price changes except Australia's. Similarly, the United States also plays a strong role in the pricing of other exporters (except Canada) and its U.S. pricing decision is affected by changes in Canadian and Australian prices. The remaining exporters such as the European Union and Argentina respond to the U.S. and Canadian price changes but do not have any influence on other prices.... |

This study estimates average per acre indemnity payments for Iowa corn for traditional multiple-peril crop insurance and two new revenue insurance products, Crop Revenue Coverage and Income Protection. Yield and price difference distributions are formed and employed in 1,000 simulation runs. From these simulations, corn yields for all 99 Iowa countries and futures prices are collected. These are used to calculate per acre indemnities under the three insurance products. Income Protection has the smallest per acre indemnities across the state, followed by multiple-peril and Crop Revenue Coverage. Per acre indemnities are the lowest in northwest Iowa and highest in southeast Iowa. |

This study estimates the government costs of federal crop insurance under the framework of the Crop Insurance Reform Act of 1994. The history of federal crop insurance is outlined to examine how MPCI has evolved. The 1994 Act addressed two of the major problems of MPCI: low participation and additional disaster assistance. Total government costs for the FCIC and MPCI are estimated to be more than $2 billion, on average, from 1996 to 2003, with half of this amount being in the form of premium subsidies paid by the government. |

This study estimates the government cost of revenue assurance, one of the many proposals for the 1995 Farm Bill. Under the assumptions of nonnegativity and normality of revenue, a formula for computing the government cost of revenue assurance is derived. This formula is employed to estimate per acre revenue assurance costs at the 70, 75, and 80 percent levels of expected revenue coverage. These costs are compared with results from previous studies and with crop insurance premiums. The relative impacts of changes in yield mean, yield standard deviation, and price-yield correlation are also explored through metamodel analysis. The costs estimated for revenue assurance show that this program would result in substantial budget savings over the current program. |

The profitability of planting flood tolerant crops in flood plains relative to traditional row crops is evaluated under different assumptions concerning flood frequency and the level of government crop subsidy. The alternative crops evaluated are short rotation woody crops and herbaceous energy crops. The analysis is conducted for two growing environments: Louisa County, Iowa and Saline County. Missouri. This paper presents a dynamic model of a processing cooperative in which patronage refunds are taken into consideration by producers in making marketing decisions and by the cooperative in establishing pricing strategies. An adaptive expectations framework is used to represent the formation of producer expectations of patronage refunds. The model suggests that cooperatives can successfully distribute earnings to producers as patronage refunds while using prices as instruments for achieving and maintaining optimal output levels. This result challenges conventional ideas about cooperative market behavior and implies that public support for cooperatives should be based on empirical analysis rather than theoretical arguments alone. |

This paper examines price integration in the MERCOSUR countries of Argentina and Brazil after the creation of this regional economic agreement using a fractional cointegration analysis. The results suggest that Argentine wheat and corn prices are fully cointegrated with the corresponding world prices, whereas Brazilian wheat prices are not cointegrated with the world price. These results support the idea that, for these markets, MERCOSUR is operating more like a free trade area than a customs union with harmonized trade policies.
