The social safety nets in Mexico and the United States rely heavily on food assistance programs to ensure food security and access to safe and nutritious foods. To achieve these general goals, both countries' programs are exclusively paid for out of internal funds and both target low-income households and/or individuals. Despite those similarities, economic, cultural, and demographic differences between the countries lead to differences in their abilities to ensure food security and access to safe and nutritious foods. Mexico uses geographic and household targeting to distribute benefits while the United States uses only household targeting. This is one of two papers commissioned by the International Agricultural Trade Research Consortium on various aspects related to the agricultural sector of a prospective North American Free Trade Agreement. The companion paper to this one has been prepared by a working group chaired by Richard Barichello, University of British Columbia. To minimize duplication with the Barichello paper this paper has given greater attention to the role of Mexico, currency exchange rates, and explicit modeling of the trade relationship.

Current climate adaptation polices in Brazil are influencing not only the choice of crops but also many agricultural practices at the farm level including changes in planting and sowing periods, use of irrigation-saving technologies, and increased nitrogen fertilization, among others. The shape and content of these adaptation policies and measures for Brazil are not limited to production agriculture, but include also conservation reserve and risk-reducing farm programs. Este trabalho analisa o preço da terra no período 1975 a 2006, mas ocupa-se principalmente com o período mais recente, de 2000 a 2006. Para que o leitor tenha uma melhor dimensão dos preços de terras no Brasil, comparações serão realizadas com os preços de terras nos Estados Unidos em anos recentes. As principais fontes de informação são a Fundação Getúlio Vargas – FGV que fornece as informações sobre preço de venda de terras de lavouras, pastagens e preços de arrendamentos por estados, Regiões e Brasil e o Departamento de Agricultura dos Estados Unidos (USDA) que publica os preços de terras por regiões e estados.
