A vision of the future of the Common Agricultural Policy AgEcon

The reforms proposed by the authors intend to ensure the economic, social and environmental sustainability of rural regions and place agricultural policy on a fundamentally different basis. The scope of community and state intervention will change. Payments linked to production will be cancelled and the provision of public goods will be rewarded instead. At the same time, measures aimed at enhancing the viability of the rural economy and society will become more significant. The depth of the changes calls for a new name expressing better the new approach, so instead of CAP the use of a more justified name is suggested: Common Agricultural and Rural Policy (CARP). Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. Az Európai Unió Közös Agrárpolitikára fordított kiadásainak szabálytalanul és jogtalanul kifizetett (4000 euró feletti) tételeit a tagállamok kötelesek jelenteni az EU Bizottságának. Az EU Számvevőszéke által legutóbb elkészített külön je-lentés alapján az 1971 és 2002 között megállapított szabálytalan kifizetések visz-szafizetési folyamata az összeg 75%-át érintő mértékben még mindig „függőben” van. A kérdés jelenleg az, hogy az 1992. évi reformot követő, a támogatási szer-kezetben dominánssá vált közvetlen támogatások kifizetései mennyire járulnak hozzá ehhez a helyzethez. Rural development in the European Union has to face several challenges. Negative effects of old and new challenges (if these challenges are not faced effectively) might enhance and accelerate those processes that are taking place slowly for the present but that are definitely irreversible. On the basis of sector-specific approach problems related to agriculture should be focused on. It has to be, however, highlighted that there is an ongoing paradigm change: there is a shift from the agricultural policy aiming at food self sufficiency and income parity towards a sustainable rural policy with spatial focus. Using the expression „transformational crisis” invented by János Kornai and used for the whole national economy the paper intends to define the common characteristics of this transformational crisis evolved in the countries concerned.
