A STUDENT-TO-STUDENT PROGRAM: THE POLICY FAIR 31

Student participation in such instructional activities as presentations, panel discussions, and projects can be used to stimulate interest and learning. Such activities need not be limiting to a single class. This paper describes potential linkages between selected classes in which students from upper level or graduate classes are used as instructional resources in other classes. The general approach, which is described as a student-to-student program, has been applied in a Policy Fair. The Policy Fair is described and evaluated in this paper. There was a widespread support among faculty, graduate students, and undergraduate for the general concept and this specific application.

AGRICULTURAL OUTPUT SUPPLY AND INPUT DEMAND RELATIONSHIPS WITH ENDOGENOUS LAND RENTS 31

This study analyzed supply functions for agricultural output and demand functions for factors of production for Georgia. These relationships were derived with duality theory from a normalized quadratic profit function. Land has been included in other duality studies as a fixed factor as opposed to an endogenous factor. In this study, the system of supply and demand equations was augmented with a supply equation for land, which allowed land rents to be an endogenous factor. Consequently it was possible to measure the impact of output and input prices on land rents.

The consequences of frequently used price expectation models are analyzed by comparing the responsiveness of U.S. corn and soybean acreages to six alternative formulations. The trade-off between bias and variance associated with these forecasts is investigated. The results of this study have important implications for future research on supply analysis.

AN ANALYSIS OF EXPERIMENT STATION FUNDING DECISIONS 31

The decision-making process by which academic departments within an experiment station allocate funds among commodities is examined. The decision to conduct research on some commodities and not on others introduces a problem of censored dependent variables. In order to overcome this problem, a simultaneous equations model with selectivity was used; it was applied to data from the Idaho Experiment Station. The results indicated a simultaneous relationship between research funding levels and expected benefits. Marginal products of one dollar in research investment were $53.80 for applied research, and $8.49 for maintenance research.

Bennet-Bowley Measure for Productivity Analysis of Georgia Agriculture 31

Georgia agricultural production continues on an increasing trend and reached a historical high in 2006. Increases in output have been accompanied by relatively lower levels of input increases. The Tornqvist productivity index indicates an average annual productivity increase of 3.0% during 1960-2006. Productivity increases explain how the Georgia agricultural economy is expanding during a period when farm acreage and the number of farms are declining. An alternative to the Tornqvist productivity index is the Bennet-Bowley productivity indicator. A feature of the Bennet-Bowley indicator is that it is a component of normalized profit change. Nonagricultural factors impact land values to cause a divergence of discounted cash rents for agricultural land and land values. Focus is given to the portion of land values attributable to discounted cash rents. Unique characteristics for cropland and pasture lead to differences in capitalization rates. COMPARISON OF CONVENTIONAL AND TRANSGENIC TECHNOLOGIES UNDER ALTERNATIVE CULTURAL PRACTICES FOR COTTON IN GEORGIA 31

This study was conducted to determine allocative efficiency and cost effectiveness of growing conventional and transgenic cotton varieties under alternative cultural practices in South Georgia. A data envelopment model was used to compare costs and returns associated with various combinations of tillage and technology. The results suggest that combination of genetically modified cotton varieties and strip till cultivation practices yields a more efficient use of inputs relative to the level of output.

When there is a correspondence between two logical systems, duality can be used to derive a correspondence between results in one system and results in another system (Russell and Wilkinson, 1978). Under appropriate regularity conditions, dual functions such as normalized profit functions in production economics embody the same information on technology as the more familiar primal production functions. The technology can be examined directly using the primal approach or indirectly using the dual approach. It is often easier to estimate product supply and input demand relationships using a dual approach, because only endogenous variables appear on the left-hand side of equations and only exogenous variables appear on the right-hand side of equations...
