Capturing Uncertainties in Evaluation of Biofuels Feedstocks: A Multi-Criteria Approach for the US AgEcon

Current research evaluating biofuels policies focuses primarily on market-economic criteria. While it is widely acknowledged that both the economic and environmental, and social aspects of biofuels policy must all be balanced with each other in the process of developing a viable biofuels policy, little progress has been made to date on evaluating these uncertain non-market relationships. In this paper, we develop a fuzzy theory holistic approach evaluating the 1st, 2nd, and 3rd generation biofuels feedstocks in meeting multiple economic, environmental and social criteria of the biofuels policies and capturing the uncertainties of evaluation processes. Financing Agri-Environmental Programs in Poland: The Importance of Regional Preferences AgEcon

The main objective of the paper is to study the importance of regional preferences in financing agri-environmental programs. The analysis is based on results of a case study conducted in South-eastern Poland. As environmental protection in agriculture is complex and often considered in political strategies, it is worth analyzing the differences in perception of the respective environmental objectives from a regional perspective. Taking into account natural conditions and the economic situation in agriculture in the voivodship Podkarpackie, the question is, how regional objectives could be achieved effectively with a given budget. Using linear programming, we discuss in this paper, how regional preferences would guide budget allocation.

Impact of Environmental Objectives on Optimal Budget Allocations for Agro-environmental Measures — A Case Study for Poland AgEcon

Several studies have analyzed the importance of biotical and abiotical aspects to be considered in the evaluation of agro-environmental policies. However, only a few of them have addressed the problem of targeting agro-environmental policies. In this paper, it has been hypothesized that different environmental objectives, considered as priority criteria in political strategies, would influence budgetary allocations and subsequently, political decision-making. Using the Analytic Hierarchy Approach and Linear Programming, this hypothesis has been proved by taking the agro-environmental measures in Poland after the accession to the European Union (EU) as an example. Multicriteria analysis on effective financing of agri-environmental measures and conflicts between environmental objectives AgEcon

The main objective of the paper is to investigate effective financing scenarios for agri-environmental measures with regard to the environmental benefit, considering regional policy priorities. By means of the Analytic Hierarchy Process (AHP) and a Linear Programming (LP) approach we conduct multicriteria analysis and investigate conflicts between environmental objectives as well as their influence on financing scenarios for agri-environmental measures. Programming Regional Rural Development for Poland: A Research Perspective AgEcon

Since Mai 2004 Poland is a new EU member country and has, due to the short membership period, little experience in creating rural policy according to the EU regulations. Additionally, there is a centralised planning of rural policies. The aim of the poster is to present how financing of rural policy can be improved by means of scientific programming methods. The study shows how the modelling approach can be used to analyse the optimal budget allocation for the Polish Plan for Development of Rural Areas from a regional perspective to better reach defined objectives.
