The interactions between the different human factors in artisanal fisheries and the complementary roles they play is now a well-recognized fact. The role played by the fish-wives in capital and operating investment can be attributed to the high costs of fishing equipment, the inadequate formal financial structures and the women's preoccupation with ensuring the continuity of their activities. Their intervention is based on criteria of mutual confidence, family ties, friendship, among others. This informal system of credit resolves the immediate problems of fishermen in obtaining fishing equipment by the fish-wives. L’Union européenne et le Mercosur ont commencé les négociations bilatérales en 1995 au moment de la signature de l’Accord Cadre Inter-Regional de Coopération. Malgré seize rondes de négociations et un contexte propice aux les relations commerciales complémentarité intra et intersectorielle, liens historiques, linguistiques, culturels et des préférences communes), ils ne sont pas parvenus à signer un accord commercial, et seules les relations politiques et de coopération ont réellement avancé. Plusieurs raisons, telles que l’interdépendance entre les négociations bilatérales et multilatérales où les sujets les plus controversés dans la libéralisation agricole, peuvent expliquer le retour à la case de départ. |
