Agrarpolitische Interessen Frankreichs und Deutschlands – Gemeinsamkeiten und Divergenzen unter sich ändernden Rahmenbedingungen AgEcon
Ahrens, Heinz; Lippert, Christian.
The aim of this contribution is to examine how the French and the German positions on agricultural policy have developed since the foundation of the EEC and what the driving forces were behind. The “general consensus” underlying the EEC treaty, and according to which the common market would be “conquered” by France in the case of the classical agricultural products, could not be translated into practice; for what emerged for these products was not a customs union but a “price support union”. As a consequence French intra-community agricultural exports had to be redirected to the world market. Thus initial positive French income transfers via intracommunity trade were transformed into transfers from the EC budget, an evolution that can be interpreted as a...

'Effective prices' as a device to analyze the impact of the Agenda 2000 and Mid-Term Review policy reforms on dairy and beef: measurement and simulation results for Germany AgEcon
Jongeneel, Roelof A..
The Agenda 2000 and the Mid-Term Review introduced a complex combination of policy changes for beef and dairy. It is not clear to what extent the package will influence production decisions. This study proposes a simple method for incorporating the effect of direct payments into the analysis of cow herd response. Effective support prices are derived by adjusting the Agenda 2000 reductions in dairy and beef support prices to reflect the compensation given to farmers in terms of direct payments and premiums. Following the Mid-Term Review different assumptions are made with respect to the extent to which these payments are, or are perceived as being coupled to production. The effective prices obtained for Germany are used in a simulation model to assess the...

Politica agricola y competitividad. Efectos de sistemas alternativos de ayudas AgEcon
Muniz, Ignacio Atance; Azcarate, Isabel Bardaji; Saralegui, Carlos Tio.

Preliminary Results of a Survey of Farm Animal Biodiversity Conservation Actions in Europe Under the Framework of Agenda 2000 AgEcon
Signorello, Giovanni; Pappalardo, Gioacchino.
In this paper we report on preliminary results of a research aimed to examine the content of farm animal biodiversity conservation actions currently under implementation in the European Union in the framework of EU Agenda 2000. In particular, we surveyed sixty-three Rural Development Plans (RDPs) set up in twelve countries in application of EEC regulations 1257/99 and 1750/99. Our analysis focused on endangered breeds of six major livestock species included in the RDPs. This analysis, which is based on the comparison with the indicator's status of the DAD-IS FAO database, allowed to identify priorities in conservation efforts in each country, and estimate the level of expected public expenditure needed to ensure the moving of breeds from at-risk (of...

The impact of the CAP reforms on the efficiency of the COP sector in Spain AgEcon
Lambarraa, Fatima; Stefanou, Spiro E.; Serra, Teresa; Gil, Jose Maria.
The arable crop sector (COP) occupies a prominent position within the European Union’s agricultural sector. Within Spain, the COP sector accounts for almost a third of total Agricultural Guidance and Guarantee Fund expenses, and a half of the utilised agricultural area. The COP sector is not only relevant because of its physical and economic magnitude, but also because of the political attention it receives. The Common Agricultural Policy reforms that occurred during the 1990s paid special attention to this sector. This paper aims at determining the impacts of Agenda 2000 on a sample of Spanish COP farmers’ production decisions by using an output-oriented stochastic distance function. The distance function allows assessing the reform-motivated changes on...
