Adverse Selection in the Environmental Stewardship Scheme: Does the Higher Level Entry Scheme Design Reduce Adverse Selection? AgEcon

The Environmental Stewardship Scheme provides payments to farmers for the provision of environmental services based on agricultural foregone income. This creates a potential incentive compatibility problem which, combined with an information asymmetry on farm land heterogeneity, could lead to adverse selection of farmers into the scheme. However, the Higher Level Scheme (HLS) design includes some features that potentially reduce adverse selection. The Environmental Stewardship Scheme provides payments to farmers for the provision of environmental services based on foregone agricultural income. This creates a potential incentive compatibility problem which, combined with an information asymmetry on farm land heterogeneity, could lead to adverse selection of farmers into the Scheme and therefore reduced cost-effectiveness of the Scheme. In Hungary, similarly to developed countries, the share of agriculture in the GDP has declined. Even so, preparation of the sector’s long term strategy is crucial, as the role of agriculture exceeds the results represented in the GDP. Environmental and social functions of agriculture are revaluated in developed countries, and consumers at the end of the food chain actually govern the entire process. Combining mixed logit models and random effects models to identify the determinants of willingness to pay for rural landscape improvements AgEcon

This paper reports the findings from a discrete choice experiment study designed to estimate the economic benefits associated with rural landscape improvements in Ireland. Using a mixed logit model, the panel nature of the dataset is exploited to retrieve willingness to pay values for every individual in the sample. This departs from customary approaches in which the willingness to pay estimates are normally expressed as measures of central tendency of an a priori distribution. There is a wide range of evaluation methods. On the basis of which criteria should one method be chosen? On what scientific foundations are the results of numerous evaluations based? How can reliability and empirical validity be tested? The relevance of such questions is heightened in new fields of action such as agri-environmental policy. The authors, inside a TAPAS action, have developed a methodology - based on the integration between FADN data with statistical, administrative and cartographic information - to improve the production of statistical data related to agricultural policies impact on land and environment. This methodology allows - using Geographic Information System (GIS) technology - to produce and organise data at geographical level.
