Large-scale restoration projects are normally part of a complex social–ecological system where restoration goals are shaped by governmental policies, managed by the surrounding governance system, and implemented by the related actors. The process of efficiently restoring degraded ecosystems is, therefore, not only based on restoring ecological structure and functions but also relies on the functionality of the related policies, the relevant stakeholder groups, and the surrounding socioeconomic and political settings. Agri-Environmental Policies When the Spatial Pattern of Biodiversity Reserves Matters AgEcon

The aim of this paper is to compare different policy instruments for cost-effective habitat conservation on agricultural lands, when the desired spatial pattern of reserves is a random mosaic. We use a spatially explicit mathematical programming model which studies the farmers' behavior as profit maximizers under technical and administrative constraints. Facing different policy measures, each farmer chooses its land-use at the field level, which determines the landscape at the regional level. A spatial pattern index (Ripley L function) is then associated to the obtained landscape, indicating on the degree of dispersion of the reserve. A large portion of the agri-structural policies and agri-environmental policies in the Federal Republic of Germany are decided within the framework of complex decision-making structures and fiscal responsibility at different political levels (the federal states, the national government, and the European Union), resulting in “double-interlocked federalism”. This paper describes the specific institutional configuration and its historical development, and presents a financial analysis of the development plans for rural areas in selected federal states to illustrate the increasing role of interlocked federalism. Explaining Finnish Farmers' Policy Responses with Environmental Attitudes AgEcon

In general, farmers are often found to be resistant to environmentally targeted agricultural policies. On the other hand, a part of farmers are clearly self-motivated to undertake farm practices that are beneficial to the environment and resource conservation. What motivates these farmers to participate? How much of this participation can be explained with attitudes, and where these attitudes arise from? Impacts of Agri-Environmental Policies on Land Allocation and Prices AgEcon

We used Ricardian framework with heterogeneous land quality to analyse how policies used to support farm incomes, reduce negative agri-environmental externalities and enhance the provision of positive externalities influence land allocation decisions and land prices. Four agri-environmental policy instruments are considered: a uniform area payment, a quality-dependent area payment, a mandatory buffer strip policy and a voluntary buffer strip payment. We also analyse how general tax and monetary policies may affect agricultural land prices. The theoretical framework is illustrated by an application to Finnish agriculture.

Resolving the conflict between environmental damage and agricultural viability on less favoured areas AgEcon

Production linked supports are paid for agriculture in less favoured areas (LFA) in Finland in order to maintain agricultural production and farms. The CAP reform increased the importance of LFA payments and other payments which are still partly coupled to production. We evaluate if any significant environmental damage can be avoided without risking maintenance agricultural production in less favoured areas. We also evaluate the relative effectiveness of alternative policy measures to decrease nutrient surplus, promote biodiversity, and maintain production and farm income. Spatially explicit farming system modelling for an efficient agri-environmental policy design AgEcon

A mathematical programming model is developed and associated to a spatial pattern index (Ripley L-function) to analyse the optimal reserve design and implementation for the Little Bustard conservation in Plaine de Niort. The model structure corresponds to three spatial levels, fields, farm and landscape. Simple in terms of area representation it is detailed in term of farm behaviour and spatially explicit. The model is applied in a normative and in a positive way. The major findings of the normative approach relate to the trade-offs between the reserve pattern and its cost. Technology diffusion, farm size structure and regional land competition in dynamic partial equilibrium AgEcon

The methodological challenge addressed here is modelling multi-regional development of agricultural production and structural change, including land competition, in a dynamic partial equilibrium setting. The model applied in this study is a dynamic recursive model simulating the development of the agricultural investments and markets annually from 1995 up to 2020. Results show that land prices play a role when animal production increases in most competitive regions and gradually decreases in less productive regions. The framework can be applied when analysing how various new techniques, practices and regulations for land use affect regional production structures.
