It denominates a new software developed by a research project carried out at the Department of Agronomy, Environment and Crop Production (DAAPV, University of Padova) in collaboration with the Environmental Protection Agency of the Veneto Region (ARPAV). With regard to agri-environmental schemes (AES) under Regulation (EC) 1257/99, we suggest that their ineffectiveness, inefficiency, and divers uptake is inherent to the way they are institutionalised in the European CAP framework. Based on experiences of the GRANO research project that initiated two Agri-Environmental Forums in Brandenburg (Germany) to integrate local actors directly into designing and implementing local AES we argue that the process of designing AES can be conceptualised as a complex negotiation process at Laender level. Since 1985, U.S. agricultural producers have been required to practice soil conservation on highly erodible cropland and conserve wetlands as a condition of farm program eligibility. This report discusses the general characteristics of compliance incentives, evaluates their effectiveness in reducing erosion in the program's current form, and explores the potential for expanding the compliance approach to address nutrient runoff from crop production. While soil erosion has, in fact, been reduced on land subject to Conservation Compliance, erosion is also down on land not subject to Conservation Compliance, indicating the influence of other factors. Recent decades have witnessed substantial losses in biodiversity in Europe, partly driven by the ecological changes associated with intensification of agricultural production. These changes have particularly affected biodiversity in marginal areas, such as the uplands in UK, since habitat change has been greater than in lowland zones. This paper examines the factors affecting farmer's participation in an agri-environmental scheme (AES) in marginal areas implying few changes in the traditional farm management (environmental fallow). The enrolment theoretical micro-economic model reveals that farmers` (extrinsic) factors as well as decision maker's (intrinsic) factors are important for farmer's participation, without disregarding the role of social capital.
