As water resources in arid regions decline, agricultural producers are encouraged to adopt water conserving strategies. The implementation of alternative low-water use crops is one option, but is it economically feasible? Data on current and alternative crops for this study include enterprise budgets, producer interviews, and field trials in Northwestern Nevada, USA. We use WinEPIC, a Windows-based version of the EPIC model, which synthesizes both agronomics and economics, to model yields and returns of alternative crop production under differing irrigation levels. This report is in response to a national and state interest in the potential benefits of industrial hemp as an alternative crop. Industrial hemp has many uses which can be categorized into nine submarkets. North Dakota may have a comparative advantage in producing industrial hemp seed for oil because of the multi-oil processing facility in Carrington (AgGrow Oils) and the established infrastructure. Industrial hemp is currently legally produced in 22 countries with Canada being the closest and is recognized as a legal and legitimate crop in both the NAFTA and GATT agreements. In response to energy security concerns, alternative energy programs such as biomass energy systems are being developed to provide energy in the 21st century. For the biomass industry to expand, a variety of feedstocks will need to be utilized. Large scale production of bioenergy crops could have significant impacts on the United States agricultural sector in terms of quantities, prices and production location of traditional crops as well as farm income.
