A gap analysis of confined field trial application forms for genetically modified crops in East Africa: evaluating the potential for harmonization AgEcon
Linacre, Nicholas A.; Cohen, Joel I..
The regulatory approval of genetically modified crops in the field initially requires small, restricted experimental trials known as confined field trials. These small scale experiments provide researchers with important information on environmental interactions and agronomic performance of the crop in a safe and contained manner. To authorize confined field trials regulatory review is required, with formats for obtaining relevant information differing from country to country. In this paper, a Gap Analysis is used to identify informational gaps and potential for harmonization of confined field trial application processes in three East African countries - Tanzania, Kenya, and Uganda. The basic principle behind gap analysis is a comparison of the status quo...

Accidents with biological material among undergraduate nursing students in a public Brazilian university BJID
Reis,Renata Karina; Gir,Elucir; Canini,Silvia Rita M. S..
During their academic activities, undergraduate nursing students are exposed to contamination by bloodborne pathogens, as well as by others found in body fluids, among which are the Human Immunodeficiency (HIV), Hepatitis B and C viruses. We developed a profile of victimized students, characterizing accidents with biological material occurring among undergraduate nursing students at a public university in São Paulo State, Brazil. We identified the main causes and evaluated the conduct adopted by students and their reactions and thoughts concerning the accidents. Seventy-two accidents were identified, of which 17% involved potentially contaminated biological material. Needles were the predominant cause of accidents. The most frequently involved topographic...

An analysis of trade related international regulations of genetically modified food and their effects on developing countries AgEcon
Gruere, Guillaume P..
This paper reviews current trade-related regulations of genetically modified (GM) food and discusses their effects on developing countries. There is a large heterogeneity in current import approval and marketing policies of GM food worldwide. At the international level, the harmonization efforts are led by the Codex Alimentarius Commission, the Cartagena Protocol on Biosafety and the World Trade Organization. While internationally harmonized guidelines for safety approval have been finalized, we show that there is no clear consensus on labeling regulations for GM food, and there is an increasing risk of conflicts among international agreements. We analyze the GM food regulations of two large rich importers, Japan and the European Union (EU) and discuss...

Artificial tritrophic exposure system for environmental risk analysis on aphidophagous predators Anais da ABC (AABC)
PAULA,DÉBORA P.; SOUZA,LUCAS M. DE; ANDOW,DAVID A.; SOUSA,ALEX A.T. CORTÊS DE; PIRES,CARMEN S.S.; SUJII,EDISON R..
ABSTRACT We evaluated an artificial tritrophic exposure system for use in ecotoxicological evaluations of environmental stressors on aphidophagous predators. It consists of an acrylic tube with a Parafilm M sachet containing liquid aphid diet, into which can be added environmental stressors. Immature Cycloneda sanguinea, Harmonia axyridis and Chrysoperla externa, and adult H. axyridis were reared on Myzus persicae. Larval and pupal development and survival of all species and reproductive parameters of H. axyridis were similar to published results. The system provides a suitable tritrophic exposure route, enables ex-ante evaluation of stressors, and improves the accuracy of the assessment.

Brazilian capacity building experiences in biosafety: impacts in governance and supporting decision-making. Repositório Alice
CAPALBO, D. M. F.; VICIEN, C. E..
GMOs are widely spread around the world, and Brazil is now the second producer behind the USA (1). Initially a defined policy in biosafety was put in place by 1995 which was revised in 2005 (2) with the participation of politicians, decision makers, scientific organization representatives, and groups from organized civil society. The main decision body in place since then is CTNBio, comprised of 27 PhD members and their respective alternates who hold a two-year term, renewable for up to two consecutive periods. So, a significant technical capacity had to be gathered and a critical mass had to be prepared. As expertise is gained with practice and experience, it was recognized that capacity-building initiatives were urgent for different levels of audiences....

Comparative analysis of the national biosafety regulatory systems in East Africa AgEcon
Jaffe, Gregory.
This paper analyzes the current and proposed biosafety systems in Kenya, Tanzania, and Uganda using a set of components and characteristics common to functional and protective biosafety regulatory systems. It also assesses how those systems take into account the major international legal obligations that relate to biosafety, such the Cartagena Biosafety Protocol. The paper identifies certain areas in each country’s biosafety regulatory systems where further development and clarification would improve the biosafety system, making it more functional and protective. Those areas include: (1) the addition of procedures to ensure the food safety of genetically engineered organisms; (2) the inclusion of the standard and criteria for making an approval decision;...

The International Life Science Institute (ILSI) is structured, in all countries where it operates, in Scientific Committees, among which Biotechnology. The ILSI Biotechnology Committees of Argentina and Brazil have been working together for a few years to identify issues of greatest interest for development and training in the various countries of the Americas. Due to their intrinsic importance for the problem formulation (the starting point of the risk analysis), the topics ?familiarity? and ?history of safe use? (HOSU) have stood out as shared topics of interest for this collaboration in the last 5 years. Particularly, the familiarity topic has been deeply discussed by the Committees to explore related concepts as stacked events, data transportability...

Detecting adventitious transgenic events in a maize center of diversity Electron. J. Biotechnol.
Gamarra,Luis Fernando Rimachi; Delgado,Jorge Alcántara; Villasante,Yeny Aquino; Ortiz,Rodomiro.
Background: The genetic diversity of maize in Peru includes several landraces (within race clusters) and modern open pollinated and hybrid cultivars that are grown by farmers across various regions, thereby making this country a secondary center of diversity for this crop. A main topic of controversy in recent years refers to the unintended presence of transgenic events in locally grown cultivars at main centers of crop diversity. Peru does not yet have biosafety regulations to control or permit the growing of genetically modified crops. Hence, the aim of this research was to undertake a survey in the valley of Barranca, where there were recent claims of authorized transgenic maize grown in farmers fields as well as in samples taken from feed storage and...

Does Bt maize cultivation affect the non-target insect community in the agro ecosystem? Rev. Bras. entomol.
Resende,Daniela Chaves; Mendes,Simone Martins; Marucci,Rosangela C.; Silva,Alessandra de Carvalho; Campanha,Mônica Matoso; Waquil,José Magid.
ABSTRACT The cultivation of genetically modified crops in Brazil has led to the need to assess the impacts of this technology on non-target species. Under field conditions, the potential effect on insect biodiversity was evaluated by comparing a homogeneous corn field with conventional and transgenic maize, expressing different Bt proteins in seven counties of Minas Gerais, Brazil. The richness pattern of non-target insect species, secondary pests and natural enemies were observed. The results do not support the hypothesis that Bt protein affects insect biodiversity. The richness and diversity data of insects studied were dependent on the location and other factors, such as the use of insecticides, which may be a major factor where they are used.

Economics, Ecology and GMOs: Sustainability, Precaution and Related Issues AgEcon
Tisdell, Clement A..
Ecological, evolutionary and economic issues involved in introducing genetically modified organisms (GMOs), mainly in agriculture, are discussed. The ecological and evolutionary impacts identified hamper (economic) valuation of GMOs and their biosafety regulation and creates difficulties for planning for sustainable development. Assessment of the desirability of releasing GMOs is difficult because of lack of communal agreement about the risks involved, about how much precaution should be exercised given collective risks, and disagreement on the appropriate social criterion to apply. Changes in legal liability are not always economic and cannot eliminate the social conflict generated by GMOs. The economics of developing and marketing GMOs is explored,...

Effects of the Cartagena Biosafety Protocol on Trade in GMOs, WTO Implications, and Consequences for China AgEcon
Xue, Dayuan; Tisdell, Clement A..
The UN Cartagena Protocol on Biosafety adopted in Montreal, 29 January, 2000 and opened for signature in Nairobi, 15-26 May, 2000 will exert a profound effect on international trade in genetically modified organisms (GMOs) and their products. In this paper, the background to the drafting and negotiation of the Protocol is outlined, and potential effects of various articles of the Protocol on international trade in GMOs are analyzed. Based on the present status of imports of GMOs and domestic research and development of biotechnology in China, likely trends in imports of foreign GMOs and related products after China accedes to WTO is explored. Also, China’s strategies and countermeasures to control and regulate imports of GMOs in line with implementation...
