A vision of the future of the Common Agricultural Policy AgEcon

The reforms proposed by the authors intend to ensure the economic, social and environmental sustainability of rural regions and place agricultural policy on a fundamentally different basis. The scope of community and state intervention will change. Payments linked to production will be cancelled and the provision of public goods will be rewarded instead. At the same time, measures aimed at enhancing the viability of the rural economy and society will become more significant. The depth of the changes calls for a new name expressing better the new approach, so instead of CAP the use of a more justified name is suggested: Common Agricultural and Rural Policy (CARP). Accession of the Czech Republic, Hungary, and Poland to the European Union: Impacts on Agricultural Markets AgEcon

Using a world agricultural multimarket model, we analyze the consequences of enlargement of the European Union (EU) to include the Czech Republic, Hungary, and Poland for agricultural markets. We produce a market outlook through the year 2010 for two enlargement scenarios, which are based on different assumptions regarding the restrictions on grain and dairy production in the acceding countries. In both scenarios, accession of the three Central and Eastern European countries (CEECs) leads to a permanent but moderate decrease in EU prices for virtually all commodities. The aim of this contribution is to examine how the French and the German positions on agricultural policy have developed since the foundation of the EEC and what the driving forces were behind. The “general consensus” underlying the EEC treaty, and according to which the common market would be “conquered” by France in the case of the classical agricultural products, could not be translated into practice; for what emerged for these products was not a customs union but a “price support union”. Agricultural trade liberalisation in the Doha Round: impacts on Spain AgEcon

Whilst there is a growing literature of computable general equilibrium (CGE) studies examining the impacts of the current Doha Proposals, estimates for the EU are highly aggregated (i.e., EU15). Employing a detailed baseline scenario and a plausible Doha outcome, we examine the long run costs for the European Union, in particular focusing on Spain. Moreover, we implement recent CAP reforms through explicitly modelling of CAP mechanisms to provide greater credibility in assessing the long run asymmetric budgetary and welfare impacts on EU member states. Agriculture’s inter-industry linkages, aggregation bias and rural policy reforms AgEcon

As agricultural policy reform and its effects have become increasingly territorialised, analyses which attempt to explain or predict impacts need to be more localised but also identify spillover effects. In addition to the predictions of policy shocks predicted by sectoral partial equilibrium models, local and regional general equilibrium approaches which establish the wider effects of such policy shocks have become popular. However, these neglect a major, underexplored difficulty: agriculture is usually described as a single sector in input-output accounts, whereas policy shocks with differential impacts have effects on other industries which are different to those implied by average input-output coefficients. As a consequence of the ‘greening’ process of the Common Agricultural Policy (CAP) the demand for evaluation of actual agri-environmental measures (AEMs) calls for a deeper analysis of this policy instrument implementation. The idea behind this paper is that farmers’ willingness to participate is a necessary but not a sufficient condition in explaining the AEMs local uptake. Specifically, we test whether AEMs adoption depends both on farms and farmers’ characteristics, and on the local political and institutional framework, as well. An ex-ante analysis of distributional effects of the CAP on western German farm incomes AgEcon

This study is concerned with measuring impacts of the Common Agricultural Policy (CAP) on farm income distribution of western Germany. Not only the sheer contribution of market price support and direct payments as a proportion of income is taken into account, but also the impact of support on production incentives. For this purpose, we apply a modelling system consisting of a partial equilibrium model and a programming model. Based on a comparison of Gini coefficients and a decomposition of overall inequality effects we conclude that liberalization of the agricultural sector leads to a more unequal distribution of family farm income in relative terms, whereas a liberalized market provides a more equal situation in absolute terms.

The Fischler reform of the CAP deepened the decoupling process of agricultural support started with the 1992 reform, introducing the Single Payment Scheme (SPS). Two models could be used to apply the SPS: in the historic model payments are based on individual reference amounts; in the regional model payments are based on regional reference amounts. Italy chose to apply the historic model, thus “freezing” the distribution of support to farms at the historic reference level. Animal Welfare in the CAP and Large-Scale Distribution. Public Social Policy and Consumer Trust AgEcon

This paper studies the role of animal welfare (AW) institutionally and for large scale retail and its value in consolidating trust between institutions-taxpayers and large scale retail-consumers. The first section analyses AW in the new CAP and current strategies of retail with regard to expectations of taxpayers and consumers respectively. The second section analyses interviews on AW carried out in large scale and traditional retailing on the Italian market, and puts forward short and medium term forecasts of the importance that AW could have in distribution strategies in trust building with consumers and in relationships with institutional and other interlocutors of the retail trade.

Are CAP Decoupling Policies Really Production Neutral? AgEcon

This paper examines the effects of decoupling policies on Greek cotton production. We estimate a system of cotton supply and input derived demand functions under the hypothesis that producers face uncertainty about prices. Using our estimation results we simulate the effects on cotton production under four alternative policy scenarios: the ‘Old’ CAP regime (i.e. the policy practiced until 2005), the Mid Term Review regime, a fully decoupled policy regime and a free trade-no policy scenario. Our results indicate that cotton production gradually decreases as more decoupled policies are adopted. Moreover, the fully decoupled payment is found to be non-production neutral since it indirectly affects producers’ decisions through the wealth effect.

The effects of the 2003 CAP reform on the farmers’ decisions on whether to abandon their farming activity, how much to produce and what to produce are analyzed in the present paper. To this effect data collected for Hungarian, Dutch and Greek farmers on their perceptions about the reform and its effects, and on their production intentions is analyzed using discrete choice models under 3 alternative scenarios for the future produce prices. Community-acquired pneumonia by Chlamydophila pneumoniae: a clinical and incidence study in Brazil BJID

As there was not any data on Chlamydia pneumoniae (TWAR) infections in Brazil so far, a prospective cohort study of adult patients hospitalized due to CAP was carried out for one year in a Brazilian university general hospital to detect the incidence of CAP by Chlamydophila pneumoniae (TWAR) for one year. During a whole year 645 consecutive patients hospitalized due to an initial presumptive diagnosis of respiratory diseases by ICD-10 (J00-J99), excluding upper respiratory diseases, were screened; 59 consecutive patients with CAP were diagnosed. Croatia is very close to meeting the requirements necessary for becoming a member of the European Union (EU). On February 6, 2008, the European Enlargement Commissioner Olli Rehn said that accession negotiations with Croatia are moving ahead well. As in all new member states (NMS), the agricultural sector and food processing chain are core issues within the negotiation process. The introduction of this new policy entails production costs, along with other types of costs arising at the farm level: administrative, information, organisational costs, called transaction costs. The paper presents a political economy analysis of the present and future CAP reform induced under different policy scenarios regarding future EU enlargement and future WTO agreements. Theoretically, the analysis is based on a political exchange model suggested by HENNING (2000). Main results are: (i) Both present and future CAP reforms are significantly biased by the political influence of farmers' lobby. (ii) In quantitative terms an EU enlargement would induce a much stronger shift in the future CAP when compared to increased WTO restrictions.
