AN ANALYSIS OF POTENTIAL CONSERVATION EFFORT OF CRP PARTICIPANTS IN THE STATE OF MISSOURI: A LATENT VARIABLE APPROACH AgEcon

This study investigated the influence of economic, personal, and attitudinal factors on the intended conservation effort of a sample of Conservation Reserve Program (CRP) contract holders after their contracts have expired. Economic factors were found to dominate the decision about future conservation effort. Attitudes towards conservation were found to have no significant influence on the decision. This fact may relate to the recent changes in the regulatory environment brought about by the 1985 Food Security Act which changed conservation from a voluntary to regulated nature.

An Analysis of the Effects of Uncertainty and Irreversibility on Farmer Participation in the Conservation Reserve Program AgEcon

A real options model is developed to examine the determinants of farmer participation in the Conservation Reserve Program (CRP). This study contributes to the literature by developing a framework for ex post analysis of uncertainty and irreversibility. It extends the applications of real options models to analyze farmer participation in the CRP. The model incorporates land and owner attributes, and determines whether uncertainty and irreversibility affect the probability of participation. Option values play a significant role in farmer decisions to retire land by reducing the probability of participation. These results have implications for the design and implementation of conservation programs.

There is statistical evidence that decisions to participate in CRP and work off-farm are made simultaneously. Characteristics of households, farm operations other farm programs, and the local economies affect both decisions; some factors affect only one. Policy changes that affect one decision may affect another directly and/or indirectly.

Comparison of serum PCT and CRP levels in patients infected by different pathogenic microorganisms: a systematic review and meta-analysis BJMBR

To avoid the abuse and misuse of antibiotics, procalcitonin (PCT) and C-reactive protein (CRP) have been used as new approaches to identify different types of infection. Multiple databases were adopted to search relevant studies, and the articles that satisfied the inclusion criteria were included. Meta-analyses were conducted with Review Manager 5.0, and to estimate the quality of each article, risk of bias was assessed. Eight articles satisfied the inclusion criteria. The concentrations of both PCT and CRP in patients with bacterial infection were higher than those with non-bacterial infection. DETERMINANTS OF PARTICIPATION BEHAVIOR OF LIMITED RESOURCE FARMERS IN CONSERVATION RESERVE PROGRAM IN ALABAMA AgEcon

This study investigated factors that affect participation behavior of limited resource farmers (LRF) in Conservation Reserve Program (CRP) in Alabama. A binary logit model was employed to analyze data obtained from 611 respondents. Results indicated that males, part-time occupation, total acres, participation in non-conservation related programs, direct method of receiving CRP information, and respondents' interest in receiving CRP information, were strong predictors of participation in the CRP. Explaining Participation in the Conservation Reserve Program and its Effects on Farm Productivity and Efficiency AgEcon

Using a three-stage sample selection model, we identify factors affecting the probability and level of participation in CRP. Statistical tests support hypotheses that off-farm work and participation in other farm programs are exogenous to the CRP decision. We compare the relative technical and scale efficiencies for CRP participants and non-participants.

Potential Economic Impacts of the Managed Haying and Grazing Provision of CRP AgEcon

According to the Executive Order 12866, a qualitative and quantitative assessment for any Federal mandate resulting in annual expenditures of $100 million or more is required. This study determines how many of the approximately 34.5 million acres of CRP land is brought back in economic use, how that use is allocated between grazing and haying, and the economic impact.

Risk-Adjusted Comparison of Conservation Reserve Program Payments Versus Production Payments for a Corn-Soybean Farmer AgEcon

Conservation reserve program (CRP) payments amount to several billion dollars annually. Payments are allocated to both remove land from production and to help farmers pay for conservation improvements. However, research examining whether farmers increase their utility with CRPs is limited. This paper uses simulation analysis and certainty equivalents to compare farming income to payments under the CRP. Farming income is a combination of crop production and government payments as specified in the 2002 Farm Bill. This analysis focuses on farms in three different counties in Kentucky. Results indicate that CRPs are good choices for many farmers.

Slippage Effects of the Conservation Reserve Program: New Evidence from Satellite Imagery AgEcon

The Conservation Reserve Program (CRP) is the largest land retirement program ever operated in the US. Since its inception in 1985, many researchers have studied the impacts of this program; however, only a few have analyzed how the CRP affects surrounding non–enrolled parcels. In this research I examine how the CRP may affect the conversion of non–cropped land to agriculture, a phenomenon referred to as “slippage” in the literature, and specifically addressed by Wu (2000) and Roberts and Bucholtz (2005). Temporal and Spatial Evaluation of Soil Conservation Policies AgEcon

This paper presents estimates of the benefits and costs of alternative soil conservation policies in a spatially and temporally consistent framework. The policies considered are implementation of soil conservation practices with an objective of reducing erosion to a site's tolerance level and a policy with an objective of a voluntary 50% reduction in conventional tillage. Costs and erosion benefits of these two policies are compared with that obtained from CRP. The changes in erosion and cost are estimated relative to 1992 levels. The Economic Impact of CRP Acres in South Dakota Returning to Crop Production AgEcon

The Conservation Reserve Program (CRP) was created in the 1985 Farm Bill as a program to remove highly erodible and environmentally sensitive land from agricultural production for 10-15 years. Originally viewed as a supply control program it rapidly evolved into a program that met many environmental objectives. In 2007 SD had 729,397 acres of CRP contracts expired, which was nearly 47% of the 1.56 million acres enrolled. The policy environment in late 2006 and most of 2007 consisted of CRP program offers for renewals or extensions (2-5 years) of many CRP contracts against a backdrop of escalating crop prices and economic incentives to return expiring contract acres to agricultural production. The Effective Use of Limited Information: Do Bid Maximums Reduce Procurement Cost in Asymmetric Auctions? AgEcon

Conservation programs faced with limited budgets often use a competitive enrollment mechanism. Goals of enrollment might include minimizing program expenditures, encouraging broad participation, and inducing adoption of enhanced environmental practices. We use experimental methods to evaluate an auction mechanism that incorporates bid maximums and quality adjustments. We examine this mechanism’s performance characteristics when opportunity costs are heterogeneous across potential participants, and when costs are only approximately known by the purchaser. We find that overly stringent maximums can increase overall expenditures, and that when quality of offers is important, substantial increases in offer maximums can yield a better quality-adjusted result.
