Costs and benefits of higher tariffs on wheat imports to South Africa 31
McDonald, Scott; Punt, Cecilia; Rantho, Lillian; van Schoor, Melt.
Low international wheat prices, caused by tariffs and subsidies in developed countries, have been blamed for causing financial difficulty to South African farmers. While indignation at unfair trade practices may be valid, it does not necessarily follow that protection of the local industry is the best response. This study uses a static general equilibrium model to describe and quantify the effects of increased tariffs (by up to 25 percentage points) on the local wheat industry, other affected industries-- particularly downstream industries-- and the economy at large. The effects on factors, households and the government are also analysed. The results show that the benefits to the wheat industry are highly concentrated and smaller than the loss of income...

Doha scenarios, trade reforms, and poverty in the Philippines: A CGE Analysis 31
Cororaton, Caesar B.; Cockburn, John; Corong, Erwin L..
The paper examines the possible impact of Doha agreement on Philippine poverty. Using a detailed CGE analysis, the agreement is observed to depress world demand for Philippine agricultural exports, and thus slightly increase poverty, especially among rural households. However, an ambitious full trade liberalization scenario, which involves free world trade and domestic liberalization, leads to increased industrial exports that favor urban households. These impacts are driven primarily by domestic trade liberalization, as free world trade favors the agricultural sector by increasing the cost of competing agricultural imports.

Georeferenced Assessment of Trade Liberalization Effects on Agriculture in Ecuador 31
Ludena, Carlos E.; Schuschny, Andres; de Miguel, Carlos; Duran Lima, Jose E..
As the use of global and national computable general equilibrium (CGE) models has become more widespread, most policies still remain at the regional or sub-national level. This level of disparity requires an approach that bridges the gap between national results and sub-national policies. This study provides a methodology that combines micro-level information and the results of a CGE model with geographical information to spatially map the effects of trade liberalization on the agricultural sector. This methodology enables to distribute changes in value of production for each production unit according to the importance of a specific crop in the political administrative unit. These results show the geographic effects of the FTA on Ecuador's agriculture, and...

Sectoral and welfare effects of the global economic crisis on Uganda: a recursive dynamic CGE analysis 31
Twimukye, Evarist P.; Matovu, John Mary; Levine, Sebastian; Birungi, Patrick.
This paper analyses the impact of the global economic and financial crisis on Uganda notably on macro-economic aggregates, sectoral output and household welfare, and the potential role of fiscal policy and reform in mitigating the impacts. We find that second round effects from a reduction in financial inflows such as remittances, foreign direct investments and overseas development assistance, as well as reduction in international demand from cash crops such as cotton, tea and coffee, could lead to a reduction in economic growth by 0.6 percentage points on average annually over the period 2008- 2010 compared to a baseline reflecting pre-crisis conditions. A surge in regional exports and early counter-cyclical policies in particular are found to dampen the...
