This paper evaluates the impact of a new model of agricultural policy outlined in legislative proposals issued by the European Commission in October 2011 and estimates its effects on agricultural aid in Spanish Autonomous Communities compared with 2009. America's Diverse Family Farms 2007 Edition 31

American farms encompass a wide range of sizes, ownership structures, and business types, but most farms are still family farms. Family farms account for 98 percent of farms and 85 percent of production. Although most farms are small and own most of the farmland, production has shifted to very large farms. Farms with sales of $1 million or more make up less than 2 percent of all farms, but they account for 48 percent of farm product sales. Most of these million-dollar farms are family farms. Because small-farm households rely on off-farm work for most of their income, general economic policies, such as tax or economic development policy, can be as important to them as traditional farm policy.

The system of direct payments in the European Union’s Common Agricultural Policy (CAP) is being criticised with respect to the level, unequal distribution and allocation effects on production. Besides the decoupling of direct payments a modulation and a partial transmission to the second pillar of CAP are proposed. Modulation on a voluntary basis was already introduced in Agenda 2000. In its Mid-term Review of the Agenda the Commission proposes an obligatory dynamic modulation scheme including the capping of direct payments beyond a threshold of 300 000 €. Decoupled Payments and Agricultural Policy Reform in Korea 31

Abolishing a nearly 50-year-old policy for rice price support, Korea adopted a new direct payment program in 2005. Making the transition to decoupled income payments has been governed by the need for operative and effective income safety nets and the WTO disciplines on domestic support. The program aims to deal with over-supply of rice while guarding against the threat of income insecurity. Until now, organic farming in Austria saw its largest growth in the period between 1994 and 1998. The following factors all contributed to Austria achieving the highest percentage of organic farms in Europe: the early addition of guidelines for organic crop production and animal husbandry to the Austrian Codex Alimentarius, the government support for organic farms during and after conversion through compensatory payments, favourable market conditions through the entrance of supermarket chains, the establishment of a marketing company, an active policy by the organic associations and the development of advisory services. Destabilising Farmers’' Revenues by Shifting to Direct Payments? The Case of EU’'s Common Agricultural Policy 31

This paper quantifies the effects of EU’'s Common Agricultural Policy (CAP) on the instability of domestic farmers’ revenues during the period 1986 to 2004. Comparing explicitly the situations with and without policy shows that CAP transfers have lowered the variability of revenues for major commodities through time. The decomposition of agricultural support allows to reveal the impacts of single instruments on instability and indicates that arable area and beef headage payments, introduced in the 1990s, tend to stabilise domestic farmers’ revenues. With market price support, however, farmers’ revenues are more stable.

Direct payments, crop insurance and the volatility of farm income. Some evidence in France and in Italy 31

Volatility of farm income represents a major challenge for farm management and the design of public policies. This paper measures the extent to which risk management tools, especially direct payments and crop insurance, can significantly reduce crop income volatility in France and in Italy. We use an original dataset of 9,555 farms for the period 2003-2007 drawn up from the Farm Accountancy Data Network (FADN) and three different econometric models to explain the volatility of crop income. Distributional effects of direct payments in Switzerland 31

The switch from market-support to direct payments in Switzerland had impacts on the income distribution among farmers. In this paper, the distributional effect of the switch as a whole and of the different kinds of direct payments are elaborated through a presentation of different decomposed Gini coefficients. Although the income distribution in Swiss Agriculture is still more equal than in most other countries, the Gini coefficient has risen from 0.27 in 1990 to 0.38 in 2009 and is by now strongly dependent on the composition of direct payments. Off-farm income and direct payments decrease, while market income increases income inequality.

The 2002 Farm Act provided farmland owners the opportunity to update commodity program base acres and payment yields used for calculating selected program benefits. Findings in this report suggest that farmland owners responded to economic incentives in these decisions, selecting those options for designating base acres that resulted in the greatest expected flow of program payments. Decisions of farmland owners in South Dakota, in upland cotton area, and in the Heartland region support the payment-maximization argument. In general, landowners favored maximizing payments over aligning base acres to current or recent plantings. The Agenda 2000 and the Mid-Term Review introduced a complex combination of policy changes for beef and dairy. It is not clear to what extent the package will influence production decisions. This study proposes a simple method for incorporating the effect of direct payments into the analysis of cow herd response. Effective support prices are derived by adjusting the Agenda 2000 reductions in dairy and beef support prices to reflect the compensation given to farmers in terms of direct payments and premiums. Following their introduction in 1992, direct payments have become one of the main instruments of the Common Agricultural Policy. The aim of this study is to analyse potential scenarios of harmonization of direct payments in the CAP post-2013. In doing so, we use the CAPRI model, which represents the functioning of agricultural markets at the global level and simultaneously models CAP measures at the EU regional level. Results suggest that while a flatter rate of direct payments would have minor impacts on agriculture at the EU level, it would imply substantial redistributive effects, both across regions and Member States.

Farming on the Edge in Poland. Options for Improving Farm Incomes for the Main Types of Farms after Joining the EU 31

The aim of the paper is to examine the financial impacts of introducing the Common Agricultural Policy into the Polish farming sector after the accession to the EU. Aggregated results from farm level modelling using linear programming for 210 farm types representing the variety of Polish farms, and 90% of the agricultural sector are presented. The benefits of the negotiated subsidy arrangements are unequally distributed and only a partial solution to low farm family incomes.

How Coupled are Decoupled Farm Payments? A Review of Coupling Mechanisms and the Evidence 31

This survey paper explores the literature on decoupling of farm programs that has emerged in the last 10 years. The paper identifies and assesses the various channels of potential coupling of decoupled farm payments and provides taxonomy of coupling mechanisms found in theoretical and empirical papers. Coupling of decoupled payments is pervasive but effects when measurable are small, with the exception of the impact on land values. The paper points to unresolved issues on potential coupling mechanisms for further research.

Decoupling of direct payments can be expected to have complex effects and the net effect on crop and fodder acreage is unclear. A literature review reveals that various simulation models uniformly project a decline of the cereal and silage maize acreage as well as ruminant production in the EU-15 in the course of decoupling of direct payments. In contrast, model results are mixed with respect to the direction of the decoupling effect on oilseed and pasture as well as voluntary set aside area. Modulation of Direct Payments: A crossed analysis of incremental schemes 31

The progressive attempt and implementation of direct payment limitations since the 1992 CAP reform has developed a “modulation mechanism” aiming to transfer funds from market support and direct payment schemes (CAP first pillar) towards rural development measures (CAP second pillar). Polish Agriculture under Different Policy Scenarios: Impacts on Production and Farm Income 31

The aim of the paper is to examine impacts of different rates of direct payments on production structures and farm incomes of Polish family farms after the accession to the EU. Analyses have been made for 2004, the assumed year of accession, with the use of a linear programming farm optimisation model. 15 farm types, further differentiated by soil quality, have been selected for the study.
