A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay ArchiMer

The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Effect of discards on roundnose grenadier stock assessment in the Northeast Atlantic ArchiMer

In the Northeast Atlantic fishery for roundnose grenadier Coryphaenoides rupestris, discards account for about 30% of the catch in weight. Data on discards are scarce; however, length distributions and discard rates appear to be relatively stable from year to year. In contrast, landings data available since 1990 show that the average pre-anal fin length has decreased from 20.7 cm in 1990 to 15.2 cm in 2008, resulting in a 58% reduction of the mean individual weight (850 g in 2008) and an increasing occurrence of overlapping class sizes between landings and discards in recent years. It is a common practice to consider landings data as a substitute of catch data to perform stock assessments. When a significant portion of the catch is discarded, this assumption is likely to be misleading as assessment methods will provide underestimated stock size.

Observers were set on board of fishing vessels from North Brittanny ports during one full year (1992-93). This study granted by EC Commission (contract CE/DGXIV-C-1 n° 1992/06) was a first approach for assessing French discards in the western English Channel. It identifies the main species discarded and produces a rough estimate of discard rates and size compositions in each métier targeting fish. The major reasons for variability were explained. Size compositions of catches and discards were provided in order to permit better estimates of the mortality induced by fishing operations. To assess the likely economic outcomes to fishing fleets of the Landing Obligation (LO), bioeconomic models covering seven European fisheries, ranging from the North East Atlantic to the Mediterranean, have been applied to estimate the economic performance of fleets before and after implementing the LO. It is shown that for most of the analysed fisheries, their economic outcome will be negatively affected in the long term by the LO, when compared to the expected outcome with no LO. Preliminary estimates of French deepwater fishery discards in the Northeast Atlantic Ocean ArchiMer

French deepwater fish exploitation (500 m) began off the West coast of the British Isles in 1973. It further developed in the 1980s, and intensified in the 1990s. In 1997, the French fleet comprised 49 boats, and since 1995 has landed yearly about 19,500 t of deepwater fish species, of which, the grenadier Coryphaenoides rupestris (Macrouridae) has been the most abundant. Discard data were sampled on-board by observers on French high sea trawlers from 1995 to 1997. Eight species were identified as totally landed, 43 non-commercial species as totally discarded and only one, the grenadier, as both landed and discarded. The "best" raising procedure for discards in fishery science is a method everyone talks about but nobody has ever seen it. The specific workshop on discards (Anon. 2003) proposes formulas that are too simplistic as they do not take into account the within trip variance. The literature is full of attempts and results but they are always specific to particular case studies (Stratoudakis et al, 2001, Cotter et al, 2001) or based on inconsistent hypothesis as demonstrated by Rochet and Trenkel (2005).
