Última Economic Impact and Trade Implications of the Introduction of Black Sigatoka (Mycosphaerella figiensis) into Puerto Rico AgEcon Alamo, Carmen I.; Evans, Edward A.; Brugueras, Alba; Nalampang, Sikavas. This article addresses the issues of the potential impacts of the introduction of black sigatoka into Puerto Rico under situations in which the government assists growers in managing the spread of the disease, with and without prohibitions on imports of plantains and bananas. An equilibrium displacement model is used to quantify the impact of black sigatoka. The results indicate that under both scenarios the net economic benefits to society were negative. Over the long term, the government would be well-advised to invest in research to develop plantain and banana varieties that are resistant to black sigatoka. The ornamental commodity in Puerto Rico is valued for its economic contribution in the agricultural sector, its contribution to the esthetics of natural scenarios that impact the tourism sector, and for its environmental role. In the fiscal year 2001, ornamentals generated 4.8% of the total Agricultural Gross Product. In that year the production value at farm level was $34.1 million, the export value $0.5 million, and the import value $11.5 millions. Of the local production value, 1.5% was exported and 34.3% of the ornamental local market value was imported. The active trade traffic in Puerto Rico is a factor that increases the risk of the introduction of invasive species that affect the agricultural sector. This article is primarily concerned with the economic consequences of World Heritage listing for the valuation of natural properties and the economic impacts of this listing. Australian data is used to throw light on this subject. Conceptual problems that arise in valuation are explored and several neglected limitations of the travel cost method for estimating the demand for visits to natural sites are mentioned. The importance of economic impact analysis in this context (especially its political ramifications) is given attention. The use of World Heritage listing for political purposes is discussed. It is argued that World Heritage listing favours the long-term conservation of natural properties.
