A Search Model for Joint Implementation AgEcon

The aim of this paper is to present a search model in the field of environmental economics, where so-called clean and dirty producers enter the trading market, both looking for a partner with whom to exchange the goods they are endowed with. The model derived in this paper is rather simple. Nevertheless, it is able to produce a series of interesting results and useful insights, and is conveniently used here as a framework to explain the functioning of Joint Implementation programmes for polluting emissions’ reduction.

Conservation land acquisition lists and nearby property values: evidence from the Florida Forever programme AgEcon

Agencies throughout the world are implementing plans to preserve open spaces. The demand to preserve open space is often justified based on the value of the amenities associated with the land. However, many times open space is valued most for what it is not: the absence of negative externalities associated with development of the open space. Florida has the most ambitious programme for acquiring conservation land of any state or nation in the world. Using evidence from Florida, this study determines whether being added to a conservation land acquisition list affects nearby property values. We employ a combination of survey design and econometric techniques to explore ways to deal with health concerns in restoration projects where environmental injuries are severe. We use data from a referendum contingent valuation survey for a natural resource restoration project to demonstrate the extent to which health concerns can be controlled.

This article, prepared for the forthcoming second edition of the New Palgrave Dictionary of Economics, provides an overview of the economics of environmental policy. Included are the setting of goals and targets, notably the Kaldor-Hicks criterion, and the related method of assessment known as benefit-cost analysis. Also reviewed are the means of environmental policy, that is, the choice of specific policy instruments, featuring an examination of potential criteria for assessing alternative instruments, with focus on cost-effectiveness. The theoretical foundations and experiential highlights of individual instruments are reviewed, including conventional command-and-control mechanisms and market-based instruments.

Greenhouse gas (GHG) emissions and their negative effect on the environment is a growing concern in the world. It is estimated that agriculture is responsible for 7% of the total GHG emissions in the United States. Currently, environmental policies to regulate GHG are in place in different countries and are expected to increase in the future. The objective of this study was to estimate carbon dioxide-equivalent emissions from eight agribusiness retailers in Kansas. Data consisted of energy inputs from the operation of the agribusiness retailers and the crop land these retailers serve. Exploring Environmental-Economic Benefits from Agri-Industrial Diversification in the Sugar Industry: An Integrated Land Use and Value Chain Approach AgEcon

The sugar industry in Queensland (Australia) is confronted with increasing economic pressure and environmental constraints. To explore whether agri-industrial diversification of the sugar industry provides a sustainable development pathway for the region, we develop a spatial environmental-economic approach that integrates a land use and value chain model with a hydrological model. Results indicate that agri-industrial diversification can lead to substantial increases in regional income, while at the same time increasing the resilience of a sugar industry facing decreasing sugar prices. Exploring the cost effectiveness of land conservation auctions and payment policies AgEcon

This article evaluates the cost-effectiveness of the Catchment Care Australian conservation auction. It provides evidence of auction cost effectiveness, and estimates cost savings from two discrete components: (i) the opportunity cost revelation incentive provided by the auction mechanism, and (ii) the improved environmental targeting capacity that results from development of a scientifically based environmental benefits assessment capacity. Results show that there are potentially very large returns associated with the latter component that have been overlooked in the literature. Feeling the heat: Financial crises and their impact on global climate change AgEcon

This interdisciplinary paper uses world-systems analysis as a theoretical framework to argue that both the 1870s, 1930’s economic depressions reduced mean global temperatures. As global consumer demand fell, factories worldwide began producing less commodities and, as a result, emitted less greenhouse gasses. We find that in both instances there is evidence to support the hypothesis that financial crises lead to cooler temperatures.

Any analysis of the effectiveness of a public policy implies adopting a normative approach, i.e. defining “what should be” and then discussing the best way to achieve it. In the context of ecological compensation, this objective is defined as the achievement of equivalence between the losses related to a project and the gains linked to the compensatory measures. This equivalence is based on a substitution logic, which is the core concern of environmental economics. In this paper, we start by presenting the contributions of this theoretical field to the study of compensation effectiveness. We also highlight its limitations. Resumo: Pagamentos por serviços ambientais (PSA) vêm sendo amplamente adotados no Brasil. O monitoramento de seus impactos é de relevante importância nos programase políticas de PSA (PPPSAs), mas ainda é pouco praticado. Este trabalho teve como objetivo levantar os PPPSAs em atividade no Brasil eanalisar estratégias de monitoramento utilizadas por eles. Foi conduzida uma busca na literatura recente sobre PSA, em sítios eletrônicos e normas. Foram encontrados 42 PPPSAs em atividade. A classe de indicadores mais monitorada (71%) é a área com cobertura florestal. Indicadores de qualidade hídrica, carbono, de biodiversidade, socioeconômicos e de produção agropecuária sustentável são utilizados por menos de 30% dos PPPSAs. In New Zealand, it is increasingly recognised, including by government, that water resource allocation and water quality are issues of national importance. Agriculture is frequently portrayed by public media as a major user of water and a major contributor to worsening water quality. We outline the water management systems in New Zealand, and the use of water by agriculture. Official reports on agriculture’s impact on New Zealand water availability and quality are summarised. OPTIMAL USE OF SMOKESTACK SCRUBBER BY-PRODUCT AgEcon

Federal legislation mandates substantial reduction of air pollution emissions from electric utilities. Utilities in Appalachia that use locally mined high-sulfur coal must choose among abatement options such as fuel mixing and smokestack scrubbing technologies. Wet scrubbers are the most frequently adopted abatement technology in Ohio. This paper investigates beneficial reuses of by-product from wet scrubbers. By-product is most often disposed of in landfills, resulting in large external costs. We combine social cost and benefit transfers with a linear optimization model to investigate potential benefits of by-product recycling. Results suggest that significant incentives exist to find beneficial uses for by-product.

The impacts of knowledge of the past on preferences for future landscape change AgEcon

In this paper, we investigate whether people’s knowledge of the past influences their preferences and values towards future landscape change. “Knowledge of the past” is one aspect of the information set held by individuals, and a well-established finding in stated preference work is that changes in information can change preferences and values. The case studies used here relate to prospective changes in woodland cover in a UK national park the Lock Lomond and Trossachs. We find that people who are made aware that the landscape has changed over time are more likely to favour changes to the current landscape. Knowledge of the past therefore seems to have an impact on preferences for future landscapes.
