Indices can be powerful tools for international monitoring and advocacy, and if used in international rankings, can help foster a sense of healthy competition among countries. With this in mind, IFPRI's Global Hunger Index (GHI) was designed to help mobilize political will and promote good policies by ranking countries and illustrating trends. It captures three dimensions of hunger: insufficient availability of food, shortfalls in the nutritional status of children, and child mortality, which is to a large extent attributable to undernutrition. As the Doha negotiations are at a dead end, this paper takes a step back to address the future direction of WTO disciplines in agriculture. It puts members’ negotiating positions and the draft modalities with their ever growing list of exceptions aside to focus on three fundamental questions. First, which agricultural policy instruments should be permitted or prohibited by WTO disciplines so as to best account for the manifold effects of agriculture on societies’ welfare? Second, how should inefficient agricultural policies be treated as long as their removal is politically infeasible? Comparative analysis of food demand expansion of a cash program, as compared to the food stamp program, is important for measuring trade-offs between goals of raising farm income and increasing food expenditures of the poor. A theoretical basis for assessing food demand impacts under each program is presented. Two effects are analyzed: 1) The effect on food demand of the individual household and 2) The effect of food demand at the aggregate level. Both indifference curve analysis and psychological need level theory are used. |

Most American diets do not meet Federal Food Guide Pyramid dietary recommendations. On average, people consume too many servings of added fats and sugars and too few servings of fruits, vegetables, dairy products, lean meats, and foods made from whole grains compared with a reference set of Food Guide Pyramid serving recommendations appropriate to the age and gender composition of the U.S. population. In addition, while the healthfulness of diets has improved over time, the pace of improvement has been uneven. To improve the livelihood of the poor in Sub-Saharan Africa (SSA) much attention has been paid to the development of new agricultural technologies. We hypothesize that farmers can also improve their livelihood through cooperation. Partial cooperation, in which knowledge is shared or bargaining power improved, is relatively common in SSA, while cooperation where all resources are fully shared, which we address, has rarely been investigated.
