For programs that aim to promote forest conservation and poverty alleviation, such as Reducing Emissions from Deforestation and Forest Degradation (REDD+), the participation of indigenous communities is essential to meet program goals. Using Ostrom's theory of collective action for common pool resource management, we evaluated the institutions governing indigenous participation in the Programa Socio Bosque incentive-based conservation program in Ecuador. We conducted structured interviews with 94 members in 4 communities to assess community institutions for 6 of Ostrom's principles, using 12 measures we developed for the principles. We found substantial variation between communities in terms of their institutional performance. The best-performing community... |

One of the most controversial aspects of federal and state policies aimed at protecting old-growth ecosystems has been the potential impact of job losses on local economies. A fundamental question for historically timber-dependent communities is whether these policies will result in local economic stagnation and enduring pockets of poverty. In this paper, we examine the long-run impact of changes in timber-related employment on other types of employment and participation in major federal poverty programs. We use monthly, multi-county time series data to estimate a vector autoregressive model of the experience of northern California counties during the 1980s and 1990s. We find that employment base multiplier effects of timber employment on other types of... |

In a 15-year case study, we used the multiple streams approach (MSA) and the advocacy coalition framework (ACF) to examine a controversial industry-led proposal for increased harvest of Crown forests in New Brunswick, Canada, in an adversarial policy subsystem. Study participants were queried on their perceptions of policy problems and reasons for community attention, the relationship between science and policy, and whether policy decisions were consistent with scientific understanding. Thematic analysis was used to examine interview data for evidence of Kingdon’s MSA and Sabatier’s ACF. During public hearings of a Legislative Select Committee on Wood Supply, two competing policy alternatives emerged. The first, put forward by the... |

This report summarizes preliminary findings of the Mexican National Database and Community Survey Project which examines linkages between institutional characteristics in Mexico’s common property forestry sector and economic and environmental outcomes. Framing the Mexican agrarian community as a unit of analysis characterized by its history, individual members, resources, civic structure and property rights, we use institutional economic analysis to motivate project design and research on three aspects of Mexican community forestry governance: first, how communities have engaged forest resources to participate in forestry markets; second, how internal models of forestry management are reflect historical circumstances and practices, policy trends and... |
