CHARACTERISTICS OF THE DECLINING U.S. AGRICULTURAL TRADE SURPLUS AgEcon
Mattson, Jeremy W.; Koo, Won W..
The U.S. agricultural trade surplus has fallen from $26.9 billion in 1996 to $7.3 billion in 2004, and it is shrinking even further in 2005. The objective of this paper is to examine the characteristics of the decreasing agricultural trade surplus and determine the factors causing this decline. U.S. imports from Canada and Mexico have more than doubled under NAFTA, and imports from non-NAFTA countries have also increased considerably. Most increases in imports are consumer-ready and horticultural products. U.S. exports to Canada and Mexico have also been increasing steadily, but exports to other important markets have been stagnant or declining. Much of the declining trade surplus can be accounted for by trade with the European Union. Results from an...

Reciprocal Trade Agreements in Gravity Models: A Meta-analysis AgEcon
Cipollina, Maria; Salvatici, Luca.
Over the time a large number of reciprocal preferential trade agreements (RTAs) have been concluded among countries. Recently many studies have used gravity equations in order to estimate the effect of RTAs on trade flows between partners. These studies report very different estimates since they differ greatly in data sets, sample sizes and independent variables used in the analysis. So, what is the "true" impact of RTAs? This paper combines, explains and summarizes a large number of results (1827 estimates included in 85 papers), using a meta-analysis (MA) approach. Notwithstanding quite a high variability, studies consistently find a positive RTAs impact on bilateral trade: the hypothesis that there is no effect of trade agreements on trade is easily and...

Selected Trade Agreements and Implications for U.S. Agriculture AgEcon
Wainio, John; Gehlhar, Mark J.; Dyck, John H..
Since 2001, the United States has concluded negotiations with 13 countries, resulting in 8 trade agreements (TAs). Three additional agreements have been negotiated but not yet ratified by Congress, as of March 2011. Other countries have become increasingly active in negotiating their own trade pacts. This proliferation of TAs between key U.S. trading partners and competitors may have raised concerns among U.S. exporters, whose share in established markets could be eroded by such deals. In this study, ERS examines how recently concluded TAs between ASEAN (Southeast Asia) countries and China and Australia/New Zealand, as well as pending TAs between the United States and Korea, Colombia, and Panama, will likely affect U.S. agricultural trade. Model results...

Sensitive Product Treatment in Agricultural Trade Negotiations AgEcon
Durand-Morat, Alvaro; Wailes, Eric J.; Sharp, Misti.
The fact that trade, and especially agricultural trade, remains far from free is puzzling, since the superiority of free trade receives overwhelming support among economists (Gawande and Krishna, 2003; Rodrik, 1994). International trade scholars have devoted significant resources to forecasting the impact of trade policy reforms (for a survey of these studies see Congressional Budget Office, 2005), and their findings are relevant inputs for officials negotiating a trade agreement as well as for politicians in charge of ratifying it. The perceived gains and losses attached to different outcomes have been identified as a significant factor shifting the outcome of a trade agreement negotiation (McMillan, 1990). Less well-known are the factors that would...

WESTERN CANADA’S EXPORTS: CAUSES AND IMPLICATIONS OF CHANGING COMPETITIVENESS IN KEY MARKETS AgEcon
Mirus, Rolf; Ryan, Chris.
This report surveys the export performance of Western Canadian goods producers for the period 1995 to 2007. During that period Canada’s GDP growth outpaced export growth, but Western Canada’s exports grew at a faster rate than Canada’s exports overall, resulting in increased weight of Western exports in Canada’s total. As well, Western Canada’s exports have shifted significantly towards the NAFTA markets of US and Mexico. The composition of products exported from the West and the individual provinces is shown in detail. Each province is found to have unique export strengths. During the observation period, B.C.’s exports were the most volatile and Manitoba’s the least, but overall the provincial economies of Alberta and Saskatchewan were the most volatile....
