PERSEUS project aims to identify the most relevant pressures exerted on the ecosystems of the Southern European Seas (SES), highlighting knowledge and data gaps that endanger the achievement of SES Good Environmental Status (GES) as mandated by the Marine Strategy Framework Directive (MSFD). A complementary approach has been adopted, by a meta-analysis of existing literature on pressure/impact/knowledge gaps summarized in tables related to the MSFD descriptors, discriminating open waters from coastal areas. The deep sea is the largest biome on Earth but the least explored. Our knowledge of it comes from scattered sources spanning different spatial and temporal scales. Implementation of marine policies like the European Union’s Marine Strategy Framework Directive (MSFD) and support for Blue Growth in the deep sea are therefore hindered by lack of data. Choke points are social, cultural, political, institutional, or psychological obstructions of social-ecological systems that constrain progress toward an environmental objective. Using a soft systems methodology, different types of chokes points were identified in the Outer Hebrides of Scotland, the Baltic, and the North and Mediterranean seas. The choke points were of differing types: cultural and political choke points were identified in Barra and the Mediterranean, respectively, whereas the choke points in the North Sea and Baltic Sea were dependent on differing values toward the mitigation of eutrophication. We conclude with suggestions to identify and address choke points.

The Marine Strategy Framework Directive is based on the ecosystem approach in order to assess and manage human activities affecting marine environment. The sustainable exploitation of commercial stocks is one of the MSFD objectives. Data used for stock assessment mainly come from commercial fishery databases and scientific campaigns. However, in some cases, there is evidence that recreational fisheries have a significant impact on stocks. We have analyzed the development of “Broad-Scale Seabed Habitat Maps” (BSHM) and their potential use in a European context with regard to the EU Marine Strategy Framework Directive (MSFD) implementation, MPA designation and network assessment as well as other applications of BSHMs. The analyses are anchored in BSHMs developed by a series of interlinked EU projects (e.g. UKSeaMap, BALANCE, MESH, Mesh Atlantic, EUSeaMap 2012, and EUSeaMap 2016) and all maps are based on environmental data. Fishing impact and environmental status in European seas: a diagnosis from stock assessments and ecosystem indicators ArchiMer

Stock-based and ecosystem-based indicators are used to provide a new diagnosis of the fishing impact and environmental status of European seas. In the seven European marine ecosystems covering the Baltic and the North-east Atlantic, (i) trends in landings since 1950 were examined; (ii) syntheses of the status and trends in fish stocks were consolidated at the ecosystem level; and (iii) trends in ecosystem indicators based on landings and surveys were analysed. Temporal constraints on ecosystem management: definitions and examples from Europe’s regional seas Ecology and Society

Our ability to meet environmental targets is often constrained by processes and events that occur over long timescales and which may not be considered during the planning process. We illustrate with examples and define three major types of temporal scale phenomena of relevance to marine managers: Memory and Future Effects (jointly called Legacy Effects) and Committed Behaviors. We examine the role of these effects in achieving marine environmental targets in Europe under the Marine Strategy Framework Directive and the implications for future management, indicating the increased importance that these temporal phenomena give to reducing future pressures.

Testing CPUE-derived spatial occupancy as an indicator for stock abundance: application to deep-sea stocks ArchiMer

The status of an exploited population is ideally determined by monitoring changes in abundance and distributional range and pattern over time. Area of occupancy is a measure of the current distribution. Unfortunately, for many populations, scientific abundance and distribution information is not readily available. To evaluate the reliability of commercial fishing data for deriving occupancy indicators that could serve as proxies for stock abundance, we investigated four questions: 1) Occupancy changes with stock biomass, but is this change strong enough to make occupancy a sensitive indicator of population biomass? 2) Fishing boats follow fish, but when does such activity alter the positive macroecological relationship between occupancy and abundance? 3)...
