The implementation of the European integrated marine policy poses many scientific challenges. Among them, the knowledge and understanding of interactions between anthropogenic pressures and ecological components is an important issue, particularly to help define Good Environmental Status, environmental targets and monitoring programs of the Marine Strategy Framework Directive (2008, MSFD). PERSEUS project aims to identify the most relevant pressures exerted on the ecosystems of the Southern European Seas (SES), highlighting knowledge and data gaps that endanger the achievement of SES Good Environmental Status (GES) as mandated by the Marine Strategy Framework Directive (MSFD). A complementary approach has been adopted, by a meta-analysis of existing literature on pressure/impact/knowledge gaps summarized in tables related to the MSFD descriptors, discriminating open waters from coastal areas. The deep sea is the largest biome on Earth but the least explored. Our knowledge of it comes from scattered sources spanning different spatial and temporal scales. Implementation of marine policies like the European Union’s Marine Strategy Framework Directive (MSFD) and support for Blue Growth in the deep sea are therefore hindered by lack of data. Choke points are social, cultural, political, institutional, or psychological obstructions of social-ecological systems that constrain progress toward an environmental objective. Using a soft systems methodology, different types of chokes points were identified in the Outer Hebrides of Scotland, the Baltic, and the North and Mediterranean seas. The choke points were of differing types: cultural and political choke points were identified in Barra and the Mediterranean, respectively, whereas the choke points in the North Sea and Baltic Sea were dependent on differing values toward the mitigation of eutrophication. We have analyzed the development of “Broad-Scale Seabed Habitat Maps” (BSHM) and their potential use in a European context with regard to the EU Marine Strategy Framework Directive (MSFD) implementation, MPA designation and network assessment as well as other applications of BSHMs. The analyses are anchored in BSHMs developed by a series of interlinked EU projects (e.g. UKSeaMap, BALANCE, MESH, Mesh Atlantic, EUSeaMap 2012, and EUSeaMap 2016) and all maps are based on environmental data. Some EU Member States have used BSHMs as part of their MSFD Initial Assessments published in 2012. Stock-based and ecosystem-based indicators are used to provide a new diagnosis of the fishing impact and environmental status of European seas. In the seven European marine ecosystems covering the Baltic and the North-east Atlantic, (i) trends in landings since 1950 were examined; (ii) syntheses of the status and trends in fish stocks were consolidated at the ecosystem level; and (iii) trends in ecosystem indicators based on landings and surveys were analysed. In 2009, following approval of the European Marine Strategy Framework Directive (MSFD, 2008/56/EC), the European Commission (EC) created task groups to develop guidance for eleven quality descriptors that form the basis for evaluating ecosystem function. To characterize seafloor substrate type, seabed mapping and particularly multibeam echosounding are increasingly used.
