This study focuses on the longstanding impoverishment of the rural South and three of its subregions-Appalachia, the Mississippi Delta, and the Black Belt. The poor quality of life in rural Appalachia and along the Mississippi Delta has been publically acknowledged by programs and commissions for improving conditions. However, the more comprehensive Black Belt subregion that links parts of Southern Appalachia and the Southern Delta has not received such regional policy attention. While the South as a whole is more rural and impoverished than other U.S. regions, this is largely due to the poor conditions in the Black Belt. This study assesses the initial economic outcomes of the Delta Regional Authority (DRA), which began funding rural development projects in the Mississippi Delta region in 2002. The study focuses on non-metropolitan DRA counties and similar counties elsewhere in the Mississippi Delta region and the southeast, using a quasi-experimental approach that combines matching methods, double and triple difference and switching regression estimation. We find that per capita income and transfer payments grew more rapidly in DRA counties than similar non-DRA counties, and that these impacts are larger in counties in which DRA spending was larger. This research provides baseline information about consumers' concerns, preferences, and market existence for pasture-raised pork in the Mississippi Delta area of Arkansas. Consumer preferences for pasture-raised pork are evaluated by examining the relationships between consumers' willingness to buy and their perception and acceptance of pasture-raised pork. The hypotheses were developed based on a market survey conducted during 1998. Using maximum-likelihood behavioral and demographic models, our results show consumer preferences drive the assured market that exists for pasture-raised pork in urban areas of the Delta among affluent, educated, health-conscious consumers who are prepared to pay a premium price for it.
