However, most studies of agricultural/environmental polices identify landowners as homogenous. The hypothesis behind this paper is that agri-environmental measures (AEMs) in Hungary, and probably in the other EU New Member States, are not merely substitutes for traditional agricultural subsidies, but measures which could support rural development and encourage environmentally sustainable agricultural production. The first part of this paper examines concepts closely related to AEMs, as well as the place of AEMs in regional, rural, and agricultural development policy. The first application of choice experiments as an environmental valuation method in Germany clearly demonstrates the potential of this method for the valuation of agriculture's multifunctionality. This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and WTP do not have a positive relation. People are willing to support domestic agriculture as a provider of safe and high-quality food. However, a remarkable proportion of Finnish citizens have a positive attitude towards externalities and joint products of agriculture. |

The concept of integrated rural development also represents a suitable approach for solving rural development problems in Europe. There are several reasons supporting the concept of rural development: changing framework conditions require new solutions and policies; rural areas need region-specific-development concepts; complex decision making requires cooperation between different actors and levels; sector-specific support remains part of region-specific development concepts; integrated rural development is time-consuming and requires intensive communication. As a contribution to valuing the outputs of multifunctional agriculture, we report three new meta analyses estimating value functions for agricultural conservation program impacts on water quality, wetlands, and upland habitat and open space. As is often the case in valuation, where methods have yet to be standardized, the data sets are relatively small and noisy. With a clear objective of benefits transfer, we seek robust parameter estimates for key RHS variables, even at the cost of some loss of goodness of fit. We present our estimated full equations, and benefits transfer values calculated from equations estimated after backward elimination of insignificant variables, and offer a rationale for this approach to benefits transfer. |

There are an increasing number of references in the literature on the significance of the role of farm households and farm families in the development of multifunctional agriculture. The motivation and intentions of 104 farmers in three LEADER micro-regions in Northern and Eastern Hungary with respect to the present and future structures of their farms (including the expansion of non-agricultural activities and functions) were investigated using questionnaires and narrative interviews.
