A net trade model that includes environmental variables is used to analyze economic and environmental implications of various EC policies. There are environmental benefits from CAP reform, but a fertilizer tax results in greater nitrate and phosphate abatement. The input tax also results in smaller drops in EC farm income compared to CAP reform.

This paper analyses the impact of the 2003 CAP reform (the so-called Fischler Reform) and its interaction with the Nitrate Directive on the sustainability of selected arable farming systems in a French region (Midi-Pyrénées). The Nitrate Directive is one of the oldest EU environmental programs designed to reduce water pollution by nitrate from agricultural sources, through a set of measures, defined at regional level, and mandatory for farmers of vulnerable zones. This impact analysis is performed through a bio-economic modelling framework coupling the crop model CropSyst and the farm-based model FSSIM developed, within the EU FP6 SEAMLESS project (Van Ittersum et al., 2008). MARGINAL ABATEMENT COSTS FOR REDUCING LEACHING OF NITRATES IN CROATIAN FARMING SYSTEMS AgEcon

The aim of this paper is to identify optional ways of preventing NO3-levels from rising within Croatian farming systems, and the implications from the viewpoint of the manager. More specifically, the purpose is to 1) Determine whether Croatian farmers exceed profit maximising levels of N-fertilizer use in maize cultivation, and its possible influence on NO3 –N-levels. 2) To estimate the marginal abatement cost (MAC), at the farm level, of reducing NO3 –N leaching through the following instruments: a tax on optimal N-doses, a product tax and an N-fertiliser quota and a requirement for all instruments to correspond to the same abatement level.
