This article examines the decision of farmers to sell part of their farm output on the market, using data from the Republic of Georgia. A two-level empirical model is used, in which endowments and resource allocation decisions determine farm output and non-farm income, and these in turn determine market participation. We found, as expected, that farm output affects market participation positively, while non-farm income affects it negatively. Landholdings have an indirect positive effect on market participation, through its positive effect on farm output. Education has a negative effect on market participation, mainly through its positive effect on non-farm income. |

This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”. |

The analysis of the experiences of Central and Eastern European Countries (CEEs) in transition, which became EU members in the historical 2004 (and 2007) enlargement, evidences the importance of timing and targeting policy intervention for a balanced growth (Monasterolo et. al, 2008). In fact, even if the Countries, till the last financial and economic crisis, showed a clear path of convergence (EC, 2008; EC, 2009) with EU average levels of development thanks to a sustained growth in GDP, at the same time they had to face a notable increase in regional inequality (Brasili, 2005), mainly driven by the persisting backwardness of agricultural and rural areas. Rural areas in Central and Eastern Europe are very often associated with a backwardness in terms of income and employment opportunities, a high dependency on agriculture, the out-migration of young, skilled people, a low population density and an insufficient infrastructure. In this paper 3 typologies are presented, which show that rural areas cannot be considered homogeneous and not all of them need the same developmental measures. Utilizing primary survey data, we investigate the performance of Water Communities (WCs), a form of self-managing organisation for irrigation, in the Bregalnica region of the Republic of Macedonia. While their introduction improved cost recovery, only modest changes occurred in the cost of irrigation water and many farmers remain indifferent to the WCs. Econometric analysis focuses on the decision of farmers to join a WC, determinants of farmers’ satisfaction with WCs and factors associated with changes in payment behaviour. Key determinants identified include transparency and trust regarding the conduct of WCs, cost recovery rates, farm size and irrigation costs. Membership satisfaction is an important determinant of payment behaviour. |
