The gradualism of economic reforms in China and Vietnam (especially in China, which has led the way in this regard) has been commented on favourably by many analysts studying transitional economies. Early market reforms in China and Vietnam were constrained by political considerations and consequently, began in agriculture and in China’s case, in rural areas with the development of town-and-village enterprises as well. Approaches to the efficiency measurement of small business development AgEcon

Small entrepreneurship state in Russia is still under its potential and demands for effective strategic management of regional authorities. Business performance indicators currently being used in regional management are old fashioned and they not effective in evaluation of performance of small enterprises. The authors calls for introducing a balanced system of quantitative indicators which, they believe, are more useful in measuring processes and results of small entrepreneurship.

LEADER supports integrated rural regional development. The programme is characterized by a participatory and bottom-up approach, public-private partnerships, multi-sectoral regional development strategies and innovation. An obligatory Common Monitoring and Evaluation Framework (CMEF) was set up for evaluating EU interventions. The CMEF builds upon sets of common indicators and evaluation questions. Romania, where LEADER is currently introduced, has set national priorities for the programme implementation. FARM OUTPUT, NON-FARM INCOME, AND COMMERCIALIZATION IN RURAL GEORGIA AgEcon

This article examines the decision of farmers to sell part of their farm output on the market, using data from the Republic of Georgia. A two-level empirical model is used, in which endowments and resource allocation decisions determine farm output and non-farm income, and these in turn determine market participation. We found, as expected, that farm output affects market participation positively, while non-farm income affects it negatively. Landholdings have an indirect positive effect on market participation, through its positive effect on farm output. Education has a negative effect on market participation, mainly through its positive effect on non-farm income.

ZUSAMMENFASSUNG Seit Beginn der Transformation haben in den Ländern Mittel- und Osteuropas (MOEL) die interregionalen Disparitäten zugenommen. Insbesondere die Stadt-Land-Gegensätze haben sich verstärkt. Dieser Beitrag zeigt die Entwicklung der Disparitäten auf und diskutiert auf der Basis theoretischer Überlegungen und politischer Ziele die Notwendigkeit und Ausgestaltung regionalpolitischer Maßnahmen. Is Income Inequality Endogenous in Regional Growth? AgEcon

This study focuses on testing the relationship between income inequality and growth within U.S. counties, and the channels through which such effects are observed. The study tests three hypotheses: (1) income inequality has an inverse relationship with growth; (2) regional growth adjustments are the channels through which the inequality and growth are equilibrated; and (3) income inequality is endogenous to regional growth and its adjustment. Lessons of best practice in rural development: is there a pan-European consensus? AgEcon

This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”.

The analysis of the experiences of Central and Eastern European Countries (CEEs) in transition, which became EU members in the historical 2004 (and 2007) enlargement, evidences the importance of timing and targeting policy intervention for a balanced growth (Monasterolo et. al, 2008). The benefits of rural roads: enhancing income opportunities for the rural poor AgEcon

Most studies have measured the benefits of rehabilitated rural roads by focusing on reductions in monetary or time costs needed to access product and factor markets or key public social services. This paper complements these studies by evaluating their impact on key welfare indicators such as income or consumption. Looking at rural households living in some of the poorest districts of Peru, this study compares (using propensity score matching techniques) households located near rehabilitated roads to suitable controls. Results show that rehabilitated road accessibility can be related to changes in income sources, as the rehabilitated road enhances non-agricultural income opportunities, especially from wage-employment sources. Rural areas in Central and Eastern Europe are very often associated with a backwardness in terms of income and employment opportunities, a high dependency on agriculture, the out-migration of young, skilled people, a low population density and an insufficient infrastructure. In this paper 3 typologies are presented, which show that rural areas cannot be considered homogeneous and not all of them need the same developmental measures. Water communities in the Republic of Macedonia: an empirical analysis of membership satisfaction and payment behaviour AgEcon

Utilizing primary survey data, we investigate the performance of Water Communities (WCs), a form of self-managing organisation for irrigation, in the Bregalnica region of the Republic of Macedonia. While their introduction improved cost recovery, only modest changes occurred in the cost of irrigation water and many farmers remain indifferent to the WCs. Econometric analysis focuses on the decision of farmers to join a WC, determinants of farmers’ satisfaction with WCs and factors associated with changes in payment behaviour. Key determinants identified include transparency and trust regarding the conduct of WCs, cost recovery rates, farm size and irrigation costs. Membership satisfaction is an important determinant of payment behaviour.
