For the understanding of ecological agriculture, knowledge of its roots is essential. Actual literature about this topic does not cover the history of ecological agriculture in East Germany especially if chronological development and individual motivation are seen as mutual dependent. The ecological organisation Gäa e.V. was founded in the GDR in 1989. Its origins were oppositional environmental groups working within the East German church. It developed own principles based on individual experience with unique aspects. It has established and integrated well in the German ecological agriculture structure after the reunification and the changed political background as an authentic representative of and for the East German ecological agriculture scene.

A localised development of organic farming as a response to the problem of water quality: a new challenge 21

Initiatives aiming at developing organic farming (OF) to meet water quality stakes are increasing. This article is a comparative study of four such projects. It is based on semi-structured interviews. Two logics for public action are implemented to foster the development of OF in areas facing water quality problems. The first one aims at concentrating actions in water sensitive areas. The main tool that is then mobilized is the use of localized agri-environmental measures supporting conversion to organic farming. This paper presents a new approach to evaluate the cost effectiveness of agri-environmental policies at sector level. Policy uptake, cumulative environmental effects and public expenditure are identified as the main determinants of cost-effectiveness. On the basis of the sector-consistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed. A Policy Impact Model for Organic Farming in Switzerland 21

Although organic farming has expanded significantly in Europe in the last decade, a sectoral policy model is still missing that is able to analyse the impact of policy measures on organic farming. The use of programming models in the form of a sector-consistent farm group model seems to be a promising model approach, whereas applied general equilibrium models are regarded as less promising. An example is given for a policy impact model for organic farming. The bottom-up structure of this type of model makes it possible to analyse the impact of policy measures on farm incomes and volumes of production of organic and conventional farms at farm, regional and sectoral level.

Since the implementation of EC Reg. 2078/92, the EU promotes organic farming based explicitly on its positive effects on the environment. O Código Florestal Brasileiro de 1965 conceitua e regulamenta as Áreas de Preservação Permanente (APP) e Reserva Legal (RL). Para regulamentar a adequação das propriedades agrícolas ao código florestal, o estado do Paraná instituiu o SISLEG - Sistema de Manutenção, Recuperação e Proteção da Reserva Legal e Áreas de Preservação Permanente. Der ökologische Landbau war ursprünglich ein Teilbereich der Landwirtschaft, der sich weitgehend unabhängig von staatlichen Einflüssen entwickelt hat. Seit Ende der 80er Jahre des vorigen Jahrhunderts nahm der direkte staatliche Einfluss zu, und heute gibt es kein EU-Land mehr, indem der ökologische Landbau nicht direkt durch staatliche agrarpolitische Maßnahmen gefördert wird. Die wichtigste Begründung, die für die politische Förderung des ökologischen Landbaus genannt wird, sind seine positiven Umwelteffekte. Da es sich bei Umweltgütern um öffentliche Güter handelt, werden diese von den Wirtschaftssubjekten in zu geringem Umfang bereitgestellt. Mit einer Ökobilanz von 18 Grünlandbetrieben in den drei relevanten Förderprogrammen des Bayerischen Kulturlandschaftsprogramms „Intensiv” - quasi ohne Auflagen, „Extensiviert” - Verbot mineralischer Stickstoffdüngung - und „Ökologischer Landbau” wurden ökologische Schwachstellen des Agrarumweltprogramms festgestellt und wirksame Handlungsansätze abgeleitet. Die Förderung von Intensiv-Betrieben (etwa 43 % aller Betriebe) erfolgt ohne nachweisliche Minderung der Umweltbelastung. Agriculture contributes to climate change and at the same time has a huge climate change mitigation potential – this lies mainly in increased soil carbon sequestration. This article discusses the mitigation potential of soil carbon sequestration, the underlying processes and main challenges for its utilization. There are difficulties of reliable quantification, aspects of leakage and system boundaries. Utilization of this mitigation potential is currently mainly via offset mechanisms. Due to the named challenges, offset mechanisms are not adequate for this and more aggregate approaches should be employed.
