Local ecological knowledge (LEK) can shed light on ecosystem change, especially in under-researched areas such as South Africa’s Wild Coast. However, for ecosystem planning purposes, it is necessary to assess the accuracy and validity of LEK, and determine where such knowledge is situated in a community, and how evenly it is spread. Furthermore, it is relevant to ask: does LEK add value to science, and how do science and local knowledge complement one another? O presente capítulo tem por finalidade descrever e analisar alguns instrumentos legais e políticos nacionais de maior relevância e mais atuais, apontando-se aspectos positivos e limitações para assegurar a manutenção e a provisão de SE em sinergia com iniciativas e plataformas globais. Um item específico resume o estado da arte de instrumentos legais e políticos estaduais e municipais. O capítulo também aborda como a pesquisa da Embrapa e seus parceiros pode contribuir para tornar as ações no âmbito desses instrumentos legais e políticos mais efetivas e robustas. |

Parochial politics is typically associated with poor leadership and low levels of public good provision. This paper explores the possibility that community involvement in politics need not necessarily worsen governance and, indeed, can be efficiency enhancing when the context is appropriate. Complementing the new literature on the role of community networks in solving market problems, we test the hypothesis that strong traditional social institutions can discipline the leaders they put forward, successfully substituting for secular political institutions when they are ineffective. New concepts of governance take account of ambivalence, uncertainty, and distributed power in societal change. They aim for reflexivity regarding the limits of prognostic knowledge and actual control of complex processes of change. Adaptive management and transition management are two examples that evolved from the analysis of social–ecological and sociotechnical systems, respectively. The appropriate scales for science, management, and decision making cannot be unambiguously derived from physical characteristics of water resources. Scales are a joint product of social and biophysical processes. The politics-of-scale metaphor has been helpful in drawing attention to the ways in which scale choices are constrained overtly by politics, and more subtly by choices of technologies, institutional designs, and measurements. In doing so, however, the scale metaphor has been stretched to cover a lot of different spatial relationships. The long-term character of climate change and the high costs of adaptation measures, in combination with their uncertain effects, turn climate adaptation governance into a torturous process. We systematically review the literature on climate adaptation governance to analyze the scholarly understanding of these complexities. Building on governance literature about long-term and complex policy problems, we develop a conceptual matrix based on the dimensions knowledge and power to systematically study the peer-reviewed literature on climate adaptation governance.
