Abstract Pineapple (Ananas comosus var. comosus) fusariosis is an economically important fungal disease affecting the plant and its fruit. A rapid and reliable diagnosis is the base of integrated disease management practices. Fusariosis has resulted in quarantines for pineapple products in Central America, Africa and Asia. Difficulties diagnosing and correctly identifying the fungus Fusarium guttiforme, agent of the pineapple fusariosis, have led to the search for new methodologies, and for this we developed a new reliable molecular method to detect it. An Economic Analysis of Quarantine: The Economies of Australia's Ban on New Zealand Apple Imports AgEcon

The quarantine policy decision-making process in Australia is subject to the principles of the World Trade Organisation's SPS Agreement. It is primarily based on the risks and associated economic costs accruing to producers in the event of disease entry. The costs of a quarantine measure in terms of forgone trade benefits are not considered. The impact associated with this asymmetric approach is identified by demonstrating the gains to consumers which may arise through liberalised markets using a case study of the Australian apple industry. A partial equilibrium analysis is used to show the impacts of apple market liberalisation, which can be expected to yield gains to consumers which are greater than the economic costs to on producers.

Defining the Costs of an Outbreak of Karnal Bunt of Wheat AgEcon

In determining the economic impact of a possible outbreak of the quarantinable wheat disease Karnal Bunt, an examination was made of the detailed components of the costs involved. The costs were classified as: (a) Direct costs (yield and quality losses); (b) Reaction costs (export bans, quality down-grading, seed industry costs); and (c) Control costs (quarantine zones, fungicides, spore destruction). The relative importance of each of these cost components is measured for a hypothetical outbreak of Karnal Bunt in the European Union, as a means of ensuring that the policy responses to such an outbreak are appropriate considering the costs involved.

Peneid shrimp are commonly reared in clear-water aquaria or tanks for short-term studies of 4-6 weeks during controlled experiments, such as nutrition studies to estimate dietary nutrient requirements. Recently, in line with the genetic program at Centre Oceanologique du Pacifique (COP), experimental clear-water facilities were tested for the first time over a longer rearing period. Environmental conditions used to maintain animal growth in clear-water system using a well-balanced diet were defined. After 100 days, shrimp growth rates tended to decrease and only by adjusting the diet could shrimp complete their life cycle and reach maturation size of around 40 g. Occurrence of Aceria tosichella in Brazil PAB

The objective of this work was to evaluate the occurrence of Aceria tosichella Keifer (Prostigmata: Eriophyidae), the wheat curl mite, in Rio Grande do Sul, Brazil. Samples to detect A. tosichella specimens were collected in wheat, corn, oat crops and potential host grasses in 46 localities, in October 2006, August and October 2007. Samples of wheat were also collected in experimental greenhouses at Embrapa Trigo, Passo Fundo, RS, Brazil. A. tosichella specimens were found in wheat samples from Passo Fundo, Palmeira das Missões, São Luís Gonzaga, and Santo Antônio das Missões, RS, Brazil. Symptoms due to A. tosichella infestations were observed only in greenhouse conditions. This is the first report of A. tosichella in Brazil and the second in South America.

The Economics of Agricultural and Wildlife Smuggling AgEcon

The United States bans imports of certain agricultural and wildlife goods that can carry pathogens or diseases or whose harvest can threaten wildlife stocks or endanger species. Despite these bans, contraband is regularly uncovered in inspections of cargo containers and in domestic markets. This study characterizes the economic factors affecting agricultural and wildlife smuggling by drawing on inspection and interdiction data from USDA and the U.S. Fish and Wildlife Service and existing economic literature. Findings reveal that agricultural and wildlife smuggling primarily include luxury goods, ethnic foods, and specialty goods, such as traditional medicines. Australia has efficient and visible plant quarantine measures, which through various border controls and survey activities attempt to prevent the entry of unwanted pests and diseases. The ability to successfully perform this task relies heavily on determining what pathogens are present and established in Australia as well as those pathogens that are exotic and threatening. There are detailed checklists and databases of fungal plant pathogens in Australia, compiled, in part, from surveys over many years sponsored by Federal and State programmes. Welfare Impacts of the Mexico Potato Quarantine AgEcon

Under the North American Free Trade Agreement (NAFTA) tariffs on U.S. potato imports to Mexico were phased out by 1993. Citing phytosanitary issues, in 1996, the Mexican government placed quantitative restrictions on U.S. potato imports and restricted their import only to designated border areas. This article estimates the welfare cost of restricting U.S. potato imports into Mexico. We find that removing trade restrictions may lead to over 1.8 million tons of new imports into Mexico, a gain of consumer surplus of 4.0 billion pesos per year, and a loss of 2.9 billion pesos of producer surplus.

[[abstract]]植物防疫檢疫是國際間通行的重要措施,目的在防範有害生物隨著國際間植物及其產品的貿易而傳播,以及防治與管制國內重要疫病蟲害的發生蔓延,以確保農業生產安全,維護植物和人類健康。植物防疫乃針對國內的植物疫病蟲害進行偵測、緊急撲滅、疫區之劃定、管制、圍堵、或施行整合性病蟲害管理措施;植物檢疫則是針對國外疫病蟲在機場、港口或國外原產地採取防堵措施,以避免其入侵。目前我國植物防疫及檢疫工作,不論在組織架構及相關規範都已日趨完備,各項措施也都參照國際規範進行,各項產品之檢疫及處理技術亦陸續研發成功,除大幅提升輸入檢疫效能外,亦有效拓展我國農產品之外銷市場。農藥為農業上的重要資材,其使用攸關作物生產、國民健康安全,及自然環境生態。農藥管理業務自本(93)年起由行政院農業委員會委任動植物防疫檢疫局辦理,負責執行農藥管理法所賦予之農藥登記、製造、輸入及輸出、販賣管理,以及監督、檢查及取締之任務,此外,農糧署、農業藥物毒物試驗所及其他試驗改良場所,亦負起有關農藥安全使用宣導、檢驗及試驗研究等工作。目前施政重點包括:修訂相關法規以強化管理機制、加強農藥品質檢測及偽(禁)劣農藥查緝、農藥風險評估與劇毒農藥管理、農藥業者及農民教育,期能達成安全農業之施政目標。 Phytosanitary measures are important polices globally adopted by different countries to prevent the introduction and spread of regulated plant pests through international trade of plants and plant products.
