This report presents the preliminary results of a statistically valid 2006 survey of small agricultural producers (sales of less than $50,000) in three Western states (Wyoming, Colorado and Arizona). The West has undergone significant change, and the composition of farm managers has changed with it. This report provides information from farm operators in the rural West on their perceived threats as well as characteristics of themselves and their operations. Topics of interest were demographics, reasons for involvement in agriculture, income, resource management (crops and livestock), and preferences for information delivery. The project was supported by the Western Center for Risk Management Education. |

This paper briefly outlines a topology of small farms and then considers the role of the government versus the market in key public policies such as commodity income support, environment, stability, research, and rural development. A number of options are explored for public policy to better serve small farms, including drastic alternatives such as graduated property taxes on farmland, with exemptions or lower rates for small farms. These and other alternatives are not necessarily recommended. Improved extension education and human resource development offer some of the most promising public policy opportunities to help small farmers. |

According to agricultural cencus data, the percentage of small farms (holding <0.5 ha) has increased from 48.5% in 1993 to 56.5% in 2003. Evidence from micro panel data is also inline with this observation. In rice farming region of Java, average farm size has declined from 0.49 ha in 1995 to 0.36 ha in 2007. In the off-Java region, average farm size declined from 1.49 ha in 1995 to 1.35 ha in 2007. The increasing trend of small farm is due to several factors, namely: high population presure coupled with limited non-farm employment, persistent trend of land conversion to non-farm use, and traditional practice of land inheritance. Due to small farm size, rural farm household have to diversify their income to meet their family needs. In Java, 51.7% of... |

National average statistics related to farm production mask the diversity in the Nation's 2 million farms and the people who operate them. Farms in the United States differ not only by size (sales and acres) and type of production, but also by organizational characteristics (land ownership, legal organization, contracting arrangements) and financial characteristics (debt, assets, income, expenditures). Farm operators and their households vary with respect to demographic characteristics (occupation, age, education), financial characteristics (dependence on farm income, operator/spouse labor allocation), and management characteristics (information sources, business goals). |
