Resumo:  This study aims to estimate staple food water productivity based on crop water use and subsequently aimed to analyze the total factor productivity growth using DEA-MI methods. The secondary panel data from 2000-2015 regarding climate data, main food harvested areas and main food production were applied. The results show that despite higher dependencies on rainwater, staple food production used a small part of the volume. Staple food water productivity showed a fluctuation and positive trends, falling in the range of global estimates but still below the upper value. The single input-single output analysis showed that the mean annual TFP growth of WPPaddy and WPCorn was positive, mainly due to technology change (TEC) rather than the decrease in efficiency change (EFC). However, based on chained indices analysis, WPPaddy had a considerable decrease in TFP growth, while WPCorn had a slight increase. The MIMO analysis indicated that the mean annual food water TFP growth showed a similar pattern, but was in contrast to the chain analysis which showed a decrease in TFP growth and all of the components. Regarding district performance, the Belu districts performed better in the SISO analysis and Kupang municipal, which is even smaller in harvested area and production, performed better in the TFP growth based on MIMO analysis.
