Community Development and Local Social Capital AgEcon

While a substantial amount of research has been devoted to showing what social capital does, research explaining social capital itself lags behind. In this paper we examine whether local economic development can explain the variation in social capital across various geographical clusters in the state of Georgia. The findings show that even after accounting for various demographic and economic characteristics, the HDI explains the variation in a number of social capital levels (especially those measured by associational involvement) across various geographical clusters in the state of Georgia.

Estimating Child Time Preferences: Aiding Rural Schools in Improving Human Capital Formation AgEcon

We experimentally investigate the distribution of children's time preferences along gender and racial lines. Black boys have significantly larger discount rates than any other demographic group. Discount rates among Black girls are comparable to rates among White girls. Although White boys exhibit higher discount rates than girls, the difference is small and not statistically significant. These results are robust to alternative measures of patience and to regression analyses that control for socio-economic background and school performance. The measured differences in discount rates are large. All things equal, a Black boy requires expected returns to education 13-15% higher than Black girls to compensate for his larger discounting of future payoffs....

Farmers' Choice of Using Sustainable Agricultural Practices: A Social Capital Approach AgEcon

This paper explores, in the context of social capital theory, why farmers choose to use sustainable agricultural practices. The hypothesis tested is that farmers who exhibit higher levels of social capital will adopt such practices more often than those who exhibit lower levels of social capital.

THE STRUCTURE OF CITIZEN PREFERENCES FOR GOVERNMENT SOIL EROSION CONTROL PROGRAMS AgEcon

The 1990 Farm Bill contains several measures concerning soil erosion caused by U.S. farmers. Data from a nationwide survey of people concerning their attitudes toward agriculture were used to examine the structure of respondents' preferences for government support-policies to combat soil erosion. Estimates of the influence of socio-economic and demographic variables on policy preferences were computed using a multiple-indicator model. Results show more support for the regulation of soil erosion, including laws and fines, than for government financial support.

The literature has a long tradition of examining the effect of social capital on local economic growth and development. In this paper we examine whether local economic development can explain the variation in social capital across various geographical clusters in the state of Georgia. We begin by devising a measurement tool, a Human Development Index (HDI), to measure community development. Evaluating Water Conservation Strategies and Policies AgEcon

The four papers presented at this invited session examine various ways that economic analysis can be used to examine issues of water conservation strategies and policies. Three of the four are focused on water issues in Texas, and one examines a private insurance contract scheme for irrigation scheduling using Georgia weather and water data. All four papers are well written and interesting, but all four illustrated the limits of conventional economic analysis in its ability to shed light on public policy. This is particularly the case in the heavy reliance on economic efficiency analysis that is employed in the papers.

Irrational Responses in Contingent Valuation and Their Potential Impacts on Mean Stated Willingness-to-pay AgEcon

This paper addresses the issue of rationality of responses in contingent valuation. We found a significant portion of respondents stated a positive willingness-to-pay for a project they perceived to be worthless. The irrational responses had a significant impact on the mean stated willingness-to-pay and the effect can not be removed by simply excluding the those observations from estimation. The dichotomous-choice elicitation format helps to mitigate the effect of the irrational responses, but can not completely solve the problem.

The Effect of Social Capital on the Choice to Use Sustainable Agricultural Practices AgEcon

We investigate whether social capital in the form of community involvement affects farmers’ choice to use sustainable agricultural practices. Using associational memberships as a measure of community involvement we study its effects on agricultural practices among Georgia farmers. Our findings show that, first, community involvement had a positive effect on the decision to adopt sustainable agricultural practices, and, secondly, it also had a positive effect on the extent to which farmers adopt these practices. These findings establish an additional dimension to the benefits that would accrue to policies that promote social interaction and civic engagement in rural areas.

DIFFERENCES IN CONTINGENT VALUATION ESTIMATES FROM REFERENDUM AND CHECKLIST QUESTIONS AgEcon

This article compares willingness-to-pay (WTP) estimates from an actual survey using a checklist question regarding WTP for groundwater quality improvements to WTP estimates that would have been obtained had a single-bounded referendum (SBR) or a double-bounded referendum (DBR) question been asked. Results indicate differences among estimates from the three types of question formats. There was a loss of statistical efficiency of parameter and WTP estimates when moving from the checklist and DBR formats to the SBR format. WTP estimates from the SBR question were more sensitive to sample size and model specification than the others.

Human Capital Investments in Education and Home Stability: Exploring Education, Homeownership and Poverty AgEcon

The purpose of this paper is to investigate the relationship between housing uncertainties, child time preferences and education outcomes in the form of staying in school. The paper tests the hypothesis that students who face housing uncertainties through mortgage foreclosures and evictions learn impatient behavior and are therefore at greater risk of dropping out of school, impeding human capital formation and economic development.
