| This special feature aims to further our understanding of the way in which transitions occur in water management. We contend that if we want to understand such transitions, we need to understand policy change and its opposite, policy stability. These issues have attracted considerable academic attention. Our interest is, however, very specific and thereby unique: we review the role that (groups of) individuals play in the process of preparing, instigating, and implementing policy change. | Complex systems are shaped by cross-scale interactions, nonlinear feedbacks, and uncertainty, among other factors. Transdisciplinary approaches that combine participatory and conventional methods and democratize knowledge to enable diverse inputs, including those from local, informal experts, are essential tools in understanding such systems. The metaphor of a “bridge” to overcome the divide between different disciplines and knowledge systems is often used to advocate for more inclusive approaches. | The importance of stakeholder engagement in ocean observation and in particular the realization of economic and societal benefits is discussed, introducing a number of overarching principles such as the convergence on common goals, effective communication, co-production of information and knowledge and the need for innovation. | In the course of economic development there is a general downward trend of agricultural employment, although structural change in agriculture is often delayed. In the EU-15, agricultural employment decreased by -2.3% p.a. (measured in regular persons) and -3.0% p.a. (measured in annual working units) between 1995 and 2000. In some of the new EU Member States, employment in agriculture plummeted in the early 1990s, whereas in others it increased during the first years of transition and has served as a social buffer in times of economic hardship. | Farming communities in water-scarce regions increasingly practice the use of urban wastewater in agriculture. Untreated urban wastewater is generally considered unacceptable for direct use because of potential health risks. However, in many parts of the world, poor farmers in peri-urban areas use untreated wastewater. This situation is considered likely to continue even in the foreseeable future due to the high investment cost associated with the installation of treatment facilities. |
