The purpose of this paper is to analyse the competitive performance of the EU countries for the prepared swine meat sector during the period 1990- 2003. This sector has been chosen for the role that traditional products play in most EU countries. To assess competitiveness, the analysis evaluates several trade indices to compare the trends over the last fifteen years: Revealed Comparative Advantage, the Vollrath indices, Net Export Index, and Grübel - Lloyd index. The data source was the Eurostat data base, considering intra - EU export and import data referred to 17 sub- sectors with 8 digit codes. This paper tries to identify under which conditions voluntary certification could be an answer to the governance of sustainability at global level. The study addresses the case of biofuel sustainability certification in Brazil and the role of the EU Directive on biofuels. The case study has permitted to identify and analyze some of these factors as the degree of dependence from foreign market, the policy environment, the structure of the supply chain, the benefits and costs associated to certification as well as some unintended consequences. This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”. |

The EU dairy sector will be one of the most sensitive sectors to be affected by the outcome of the on-going negotiations for the new WTO round for agriculture. Nevertheless, if the Next WTO Round is going to be along the same lines as the Uruguay Round, the EU may be able to stay within the WTO commitments for export subsidy in the dairy sector without further reforms in the Common Agricultural Policy. Certainly, some minor reforms are needed to relieve the binding commitments for cheese and other milk products. EU agricultural products are examined by tariff lines at eight digit level to reveal the sensitive agricultural products in the EU after further tariff reductions in the Doha Round. These products are butter, skim milk powder, beef meat, poultry meat, pig meat, white sugar, wheat, barley, and maize. A spreadsheet model is used as an analysis tool to complement the various modelling approaches in identifying the sensitive agricultural products of the EU. The spreadsheet projection model is a simple forecasting model that uses a set of projection values from other models to predict possible outcomes. The EU dairy industry faces an unprecedented level of change. The anticipated removal of milk quotas and the move to a less restricted global trade environment will provide the industry with both opportunities and challenges. The primary challenge will be the need for the industry to deal with more volatile prices. Active management of the risks associated with these more volatile prices will help to place the industry in a more competitive position. However this will require the industry and policy makers to embrace a new set of tools. For example the US dairy industry has been much more active in the management of risk and lessons from their experience provide a valuable insight into which tools may be more appropriate in an EU context. |

Ten years ago, Austria, Finland, and Sweden joined the EU. The application of the Common Agricultural Policy (CAP) caused major repercussions on the agricultural sectors of the entering countries. This article analyses the welfare effects of accession to the EU on the agricultural markets in Austria, Finland and Sweden in a simple supply and demand framework, which is kept strictly identical across all three countries. Whilst there is a growing literature of computable general equilibrium (CGE) studies examining the impacts of the current Doha Proposals, estimates for the EU are highly aggregated (i.e., EU15). Employing a detailed baseline scenario and a plausible Doha outcome, we examine the long run costs for the European Union, in particular focusing on Spain. Moreover, we implement recent CAP reforms through explicitly modelling of CAP mechanisms to provide greater credibility in assessing the long run asymmetric budgetary and welfare impacts on EU member states.
