The extent to which agricultural research has reduced poverty has become an increasing concern of policymakers, donors, and researchers. Until recently, poverty reduction was a secondary goal of agricultural research. The primary focus was on increasing food supplies and reducing food prices, a strategy that was successful in increasing the yields of important food staples. When increased productivity is combined with increased agricultural employment, lower food prices, and increased off-farm employment, agricultural research can be credited with significant reductions in rural poverty. Over the years, proposals have recommended shifting the focus of public agricultural research from applied to basic research, and giving higher priority to peer-reviewed, competitively funded grants. The public agricultural research system in the United States is a Federal-State partnership, with most research conducted at State institutions. In recent years, State funds have declined, USDA funds have remained fairly steady (with changes in the composition of funding), but funding from other Federal agencies and the private sector has increased. The present work aims at reflecting upon the future of agricultural research in Brazil, having as a background numerous changes that are taking place in the organization of such sector. It is based on a qualitative methodological strategy, the data survey being carried out by means of semistructured interviews. This study examines the sources of crop income growth in Indian agriculture over the 1980s and 1990s. Using a method developed by Minot (2003), the analysis decomposes crop income growth into the contribution of yield increases, area expansion, price increases, and diversification from low-value crops to higher-value crops. The results confirm that at the national level, technology (higher yield) was the main source of crop income growth during 1980s, while rising prices and diversification emerged as the dominant sources of growth in agriculture during 1990s. China's accession to the WTO poses great challenges to the Chinese agricultural sector, especially to the grain producers. Compared with major grain exporters in the world, most grain crops in China are high in production cost and weak in market competitiveness. This can be partly attributed to the fact that Chinese farmers are facing with poorer agricultural production infrastructures and inadequate public investment in agricultural research and extension, which leads to the lower efficiency in private inputs and thus higher private cost per unit of product.
