Implementation of the Food Quality Protection Act (FQPA) is fraught with difficulty due to the divergent perspectives and demands of stakeholders in the process. In "Part I: Agricultural Producer Concerns," the authors reviewed the concerns of food producers about potential FQPA threats to farm profitability, international competitiveness, consumer perceptions, and the development of pest resistance to remaining pesticides. This paper reports on empirical research into individual consumer behaviour in the context of fresh fruit and vegetable purchases. The discussion draws on research results from two studies conducted around the actual shopping process. The findings suggest that consumers’ price response behaviour may not be consistent with that predicted by economic theory and that this could be significant at the aggregate level. The existence of ‘acceptable price ranges’ points to the presence of price thresholds within which consumers are relatively insensitive to price movements. Also of relevance is that the primary influence of the budget constraint may be at a broader level rather than at the level of choosing particular products. |

This study examines the effect of a meal planner's nutritional awareness, exercise habits, and household socioeconomic characteristics on market participation and frequency of purchase of snack peanuts. Data are from a household survey of 2880 U.S. households collected by Gallup in 1997. Statistical tests showed that a double-hurdle or Cragg model best represented consumers' participation and purchase level decisions in the snack peanut market. The results indicated that meal planner's nutritional considerations while making food purchase decisions had little effect on the participation level decisions, but did affect purchase frequency of snack peanuts. The grain handling sector in Canada and the United States is vital to agriculture and trade. In a typical year on the Canadian prairies, about 140,000 producers deliver some 20 to 30 mmt of grain for export to primary elevators. In the United States, about 2.1 million producers deliver about 300 mmt of grain to primary elevators. Canadian grain is moved to export position using more than 400,000 hopper cars and marine containers, where about 1,200 ships per year are loaded.
