DISPATCHES FROM THE TOMATO WARS: THE SPILLOVER EFFECTS OF TRADE BARRIERS AgEcon
Baylis, Katherine R..
Most trade barriers are, by their very nature, bi-lateral. Since most countries trade with more than one country in more than one product, these bilateral measures can have spillover effects, changing trading patterns among other countries and products. This paper looks at the effect of a bilateral trade barrier on trade flows within a three-country free-trading area. Specifically, this paper examines the trade distortion effects of the 1996 voluntary export restraint (VER) placed on tomato exports from Mexico to the United States. Has Mexico shifted its exports from the Unites States to Canada, and has Canada increased its exports to the United States? Has the VER caused Mexico to divert fresh tomatoes to the processing sector?

PRODUCT QUALITY IN THE CANADIAN DAIRY INDUSTRY AgEcon
Nogueira, Lia; Baylis, Katherine R..
Supply management has been shown to increase the price of milk. Technological change has induced (and allowed) processors to substitute alternative inputs, many of which can be imported tariff-free, for the traditional ingredients to lower costs and maximize profit. Meanwhile, there has been a great deal of consolidation in the dairy processing industry. We analyse the effect of these trends on cheese quality by measuring the increase in casein imports. Results suggest that supply management is negatively affecting cheese quality, by increasing casein imports due to the higher milk price. Furthermore, we were able to calculate that approximately 9.8% of specialty cheese is produced used casein. A 22% ad valorem tariff is needed to drive casein imports down...

Did Implementing Nutrition Labeling and Education Act (NLEA) of 1990 Improve Diet? AgEcon
Asirvatham, Jebaraj; McNamara, Paul E.; Baylis, Katherine R..
Nutrition labeling, in the words of the then FDA commissioner, David Kessler, was to “help millions of Americans make more informed, healthier choices.” Although the NLEA primarily focused on standardizing the nutrition facts label, its implementation also involved an informational and educational campaign on how to use the new nutrition facts label and the benefits of using it. Evidently label use more than doubled between 1989-91 and 1994-96. Most of the studies provide evidence of the effects of nutrition label use by comparing label users against non-users using data after NLEA was in effect. Using pseudo-panel data method, we find that implementing NLEA did not improve diet quality but use of labels did. Further, label usage showed no improvement in...
