Census of Agriculture Highlights, New York State, 2007 AgEcon
Bills, Nelson L.; Stanton, Bernard F..
The Census of Agriculture provides a continuing historical record of what has happened on New York State farms and its wider rural economy. The purpose of this report is to provide readily accessible information on basic historical facts about agriculture in New York State such as land in farms, numbers of farms, acreage of major crops and numbers of livestock for census years dating back to 1992. Census results for 2007 show that 24 percent (7.5 million acres) of the State’s land area was in farms. This acreage is roughly equal to the land in farms reported in the early 1990s but far below the peak acreage in the early 1900s. Much of the land formerly in farms has reverted to forest or brush. Total cropland in 2007 was 4.31 million acres of which 79...

The New York State Agricultural Immigration and Human Resource Management Issues Study AgEcon
Maloney, Thomas R.; Bills, Nelson L..
The purpose of this study is to gather information from farm operators regarding agricultural workforce issues in New York agriculture. In the fall of 2007 the USDANASS New York field office agreed to add one page of agricultural labor related questions to its annual surveys of the New York fruit, vegetable, dairy and livestock industries. The 1,245 survey responses provide new insights in four key topic areas: the number of farm workers in New York agriculture, attitudes toward labor supply issues, attitudes toward immigration reform and attitudes regarding human resource management practices. The survey procedures allowed estimates of the number of workers on farms primarily involved with fruit, vegetable, dairy or livestock production. The total...

Information Needs of Agricultural Exporters: Results from a Focus Group Series AgEcon
Streeter, Deborah H.; Bills, Nelson L.; Maestro-Scherer, Jane; Neenan, Rob.
Focus groups were held to provide more in-depth information on issues raised by a largescale survey of agricultural exporters conducted in 1994 by USDA. Two focus groups were held in New York State and two in California, and the total of 28 participants included both experienced and new exporters of fruit products. The emphasis of the discussion was on the information-seeking behaviors of export firms and businesses that are considering entry in offshore markets, and on identifying potential information gaps or obstacles to success in the exporting arena. Participants were also asked questions about their knowledge of and attitude toward new (Internet-based) technologies to deliver information on exporting. The findings of the study revealed some important...

Immigration Issues: Perceptions of Golf Course Superintendents AgEcon
Maloney, Thomas R.; Bills, Nelson L..
Between the fall of 2007 and the spring of 2008, 71 golf course superintendents responded to a survey related to their immigrant employees and immigration policy issues. The objective was to determine golf course superintendents’ concerns and perspectives regarding labor availability, immigration policy and the immigrant workforce. The survey was completed by golf course superintendents who manage businesses that currently employ Hispanic workers. This was done intentionally to identify concerns and attitudes of supervisors who already rely on Hispanic workers. The survey provides a preliminary indication that golf course superintendents who currently employ Hispanic workers tend to have a high percentage of Hispanic workers on their staff. On average,...

Time-of-Use Rates and Electricity Costs of Representative New York Dairy Farms AgEcon
Boisvert, Richard N.; Bills, Nelson L.; Middagh, Mark C.; Schenkel, Mark.
Electric utilities throughout the Nation are experimenting with strategies to reduce total electricity consumption or to alter the timing of electrical power use by their customers. This report focuses on one such strategy, time-of-use (TaU) electric rates, and the likely effect of this pricing option on the New York dairy sector. The purpose of the study is to assess the change in farm electrical energy costs when power is sold to dairymen at higher rates for periods of peak power demand and at substantially lower rates for off-peak periods. This study is based on the results derived from a farm-level, computer decision model which calculates farm energy consumption by major end uses--such as milk cooling and feeding--and by time of day. The model...

Agricultural and Farmland Protection Planning: A Case Study in Orange County, New York AgEcon
Joyce, Lucy T.; Bills, Nelson L..
The Agricultural Protection Act, passed by the State Legislature in 1992, strengthened New York State's Agricultural Districts Law. One component of the Act provides for county Agricultural and Farmland Protection Boards to develop county agricultural and farmland protection plans. The Department of Agriculture and Markets encourages the development of such plans through a matching grants program. This paper discusses the tools and strategies county Agricultural and Farmland Protection Boards may use in their plan development process. It incorporates an overview of the evolution of state policy, social and economic trends affecting agriculture throughout the state, and resources currently available which may be brought to bear on the local planning...
