| Le statut de département français fait de l’île de la Martinique une des régions ultra périphériques (RUP) de l’Union européenne. L’activité des navires de pêche qui exploitent sa ZEE s’inscrit dans le cadre de la politique commune des pêches de l’Union européenne, et la gestion des ressources partagées avec d’autres pays s’exerce dans le cadre des organisations internationales de pêche afférentes. | Le programme d’observation des marées au débarquement, appelé « ObsDEB », contribue à l’estimation de l’effort de pêche et des captures des flottes de pêche françaises. Il vise tout particulièrement les flottilles de petite pêche côtière et procède à la collecte des informations requises selon un plan d’échantillonnage adapté à chaque région suivie. | While the majority of small-scale coastal fisheries are found in developing nations, a considerable number exist in developed nations as well. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. | The European Regulation 812/2004 aims to assess the incidental catches of cetaceans in fisheries and to limit as much as possible the bycatch. The program Obsmer manages for France all the observations at sea required by various fishery regulations. This program is implemented by the ministry of agriculture and fisheries (Direction des Pêches Maritimes et de l’Aquaculture) and IFREMER. | During the years 2008 to 2013 several observations of catches were planned on board of set netters fishing in the bay of Biscay, in the English Channel, in the North sea and in the Mediterranean area (around Corsica). All the observations were done on nets without pingers and they were pooled to provide an average bycatch rate of marine mammals by fleet. Estimates of annual bycatch by using the fishing efforts of the year 2012 were provided by fleet. Harbour porpoise Phocoena phocoena was the most common bycatch in set nets.
