The description of the Mussel value chain in France has been carried out in the framework of the SUCCESS project (WP4) funded by the EU Horizon 2020 programme. This working document starts with an overview on the French mussel market through the analysis of the global trends in supply (production, import/exports) and demand. On the demand side, a particular attention is paid to the main features of fresh mussel consumption at home and out of home. The first national census concerning shellfish culture in France was carried out in 2002. The main purpose was to provide accurate and comprehensive information on the number and structure of the companies using an in depth review of production factors (leases, plants, equipment's, labour and qualifications), and a survey of cultural practices up to the market level. Moreover, the census aimed to quantify the bivalve sales dedicated to consumption and to measure the livestock transfers among rearing shellfish production areas at different developmental stages: spat, intermediate products and fully grown marketable products. In France, the absence of further development of marine fish farming over the last 20 years has been attributed to regulatory constraints, and to the difficult access to new farming sites, due to high competition between different uses in the coastal zone, and to the shortcomings of governance in these areas. The regional schemes for the development of marine aquaculture (SRDAM) were introduced by the French Law on modernization of agriculture and fisheries (LMAP, July 27, 2010). The goals of SRDAMs are to make an inventory of existing aquaculture sites and to identify potential sites suitable for aquaculture, and to conciliate the development of marine aquaculture with other coastal activities. There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services.
