Sustainability of tropical small-scale fisheries: Integrated assessment in French Guiana ArchiMer

Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields. Overall results indicate an average performance in the weak sustainability range. Comparisons made among the FSs show a gradient of sustainability performance from the western portion of the coast to the eastern portion. This report describes the methodology for collecting economic data on commercial fleets in Guyana and Guadeloupe during the 2020 survey. The context and the objectives for producing indicators within the EU data collection framework, the survey is presented including the organization and collection procedure, field training and reporting as well as communication. The links to the technical documents are provided in particular the questionnaire used. The collection sampling plan is detailed with a description of, the reference population, the stratified sampling frame, the calculation of the sampling allocations. The samples are also described. The annex presents a summary of the questionnaire.

The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. The most immediate criterion, that of the size of the vessels, is strongly correlated to that of the location of the activity. Managing mixed fisheries for bio-economic viability ArchiMer

Management of fisheries for sustainability requires dealing with multiple and often conflicting objectives. A stochastic viability approach is proposed to address the trade-offs associated with balancing ecological, economic and social objectives in regulating mixed fisheries, taking into account the complexity and uncertainty of the dynamic interactions which characterize such fisheries. A microeconomic model of discarding behaviour ArchiMer

This paper proposes a formal analysis of the discarding issue including the sorting labour costs. Empirical evidences from an application to the Nephrops fishery in the Bay of Biscay show that sorting is an important time consuming activity on board and a factor of discarding. However existing literature does not explicitly take into account the sorting activity and mainly focus on quota and catch constraints. Decommissioning schemes and capacity adjustment: A preliminary analysis of the French experience ArchiMer

The French decommissioning aims at permanently removing vessels from the fishing fleet according to European Union rules laid down within the Common Fisheries Policy. A system of premiums established by the French government is supposed to give the vessel-owners, the incentives to get rid of their fishing unit. This paper details the rules for the applicants and their evolution and it provides a preliminary analysis of the impact of these schemes over the 1991-2001 period. However, in fisheries where discards account for an important share of the catches, the yield, effort, and biomass at MSY can be significantly different when accounting or not for discards and thus when, basing the yield estimations on landings or catches. It has, however, failed to consider the flows behind fleet evolution as well as the impact of the dynamics of owners of invested capital on fleet evolution. This paper establishes a general conceptual framework which identifies different vessel and owner flows behind fleet evolution and some relationships between these flows. Incentive effect of joint and several liability in fishery cooperatives on regulatory compliance ArchiMer

Cooperative‐based catch share systems can be implemented such that the members of the same fishery cooperative are jointly and severally liable for not exceeding collectively assigned fishing rights. In practice, this means that a regulator can take away catch privileges from an entire cooperative that overruns its collective quota, effectively creating a penalty much larger than what could be recovered with an individual fine.
