The rapid development of the organic sector, and the ever increasing demand for organic products have resulted in new challenges for the organic guarantee system. It has also meant that an adequate response along the whole supply chain is required. Acknowledging that this is an important issue, representatives of the trade, certification bodies operating in the international sector and a few authorities met in May 2007 at the Federal Agency for Agriculture and Food (BLE) in Bonn, Germany, to discuss the matter. |

Farmers' associations developed the first standards for organic production in the middle of the last century. The first international standards were published by IFOAM in 1980. The first governmental regulations were introduced by some European countries, including Austria and France, in the 1980s. In 1991, the EU passed the organic EU Regulation 2092/91 and set standards with major implications for international trade; they covered not only production standards, but standards for labelling and inspection as well. Der im Rahmen dieses Projektes erarbeitete Leitfaden "Qualitätssicherung Öko-Futtermittel" ist ein umfassendes Kompendium, welches alle notwendigen Schritte zu einer systematischen Qualitätssicherung von Öko-Futtermitteln beschreibt. Moderne Prinzipien der Qualitätssicherung, nämlich Eigenkontrolle und Risikoorientierung, finden ausdrücklich Berücksichtigung. This report provides an evaluation of the new EU import regulation for organic products (Council Regulation (EC) 834/2007, Commission Regulation (EC) No 1235/2008). To ensure that the evaluation addresses the issues and concerns of the stakeholders affected by the new import regulation and to increase the use of the evaluation results for upcoming decisions, this evaluation was organised as a stakeholder evaluation approach. Based on the results from two national workshops in third countries (Turkey and Switzerland) and from one international workshop, the report concludes in policy recommendations to improve the import system for organic products as well as the organic sector as a whole. |

The EU has new requirements for the import of organic products replacing the import authorizations by a system where certification bodies operating in Third countries will be approved by the EU Commission. The new system has the potential to increase the efficacy of the control system in Third Countries, to reduce the bureaucracy for international trade and competitive disadvantages for non-European certification bodies. However clear criteria for the assessment of compliancy and equivalency and thorough supervision of certification bodies are necessary to maintain and improve the organic integrity for imported products. |

This document was prepared in the project «Development of guidelines for the use of pesticide analysis in organic inspection in the Czech Republic (sampling, evaluation and interpretation)». At the beginning of this project, a workshop with stakeholders was held.
