The rapid development of the organic sector, and the ever increasing demand for organic products have resulted in new challenges for the organic guarantee system. It has also meant that an adequate response along the whole supply chain is required. Acknowledging that this is an important issue, representatives of the trade, certification bodies operating in the international sector and a few authorities met in May 2007 at the Federal Agency for Agriculture and Food (BLE) in Bonn, Germany, to discuss the matter.

Farmers' associations developed the first standards for organic production in the middle of the last century. The first international standards were published by IFOAM in 1980. The first governmental regulations were introduced by some European countries, including Austria and France, in the 1980s. In 1991, the EU passed the organic EU Regulation 2092/91 and set standards with major implications for international trade; they covered not only production standards, but standards for labelling and inspection as well. Various countries in Europe, Latin America and Asia - including Japan - introduced legislation in the 1990s. Gesamtziel des Vorhabens war die Beschreibung eines Qualitätssicherungssystems für Öko-Futtermittel, verknüpft mit dem Ziel, die Produktsicherheit für die Hersteller und Anwender von Öko-Futtermitteln zu erhöhen. Der im Rahmen dieses Projektes erarbeitete Leitfaden "Qualitätssicherung Öko-Futtermittel" ist ein umfassendes Kompendium, welches alle notwendigen Schritte zu einer systematischen Qualitätssicherung von Öko-Futtermitteln beschreibt. Moderne Prinzipien der Qualitätssicherung, nämlich Eigenkontrolle und Risikoorientierung, finden ausdrücklich Berücksichtigung. Die strenge Orientierung an der EU-Öko-Futtermittelverordnung stellt für den Leitfadennutzer sicher, dass die Anforderungen des Gesetzgebers mit Hilfe dieses Handbuchs erfüllt werden können....

Ziel der Studie ist es, das Anforderungsprofil für Kontrolleure auf der Grundlage der EU-Öko-Verordnung 2092/91 für die unterschiedlichen Kontrollbereiche zu ermitteln. Grundlage dafür bilden die Analyse der Tätigkeiten von Kontrolleuren aufgegliedert nach Branchen in die verschiedenen Kontrollbereiche Landwirtschaft, Verarbeitung und Import aus Drittländern. Ergänzend wurde erfasst, welche Anforderungen in anderen Kontroll- und Qualitätssicherungsnormen und -verordnungen an das Kontroll- bzw. Auditpersonal gestellt werden. There are certification bodies from Western countries offering their services all over the world providing efficient, reliable and qualified services. Nevertheless there are good arguments for establishing local certification bodies in developing and transition economies. FiBL has been cooperating with local certification bodies in South-Eastern Europe (Albinspekt in Albania, Balkan Biocert in Bulgaria and Macedonia, Ecoinspect in Romania) and Asia (Biocert in Indonesia, Indocert in India, LibanCert in Lebanon and OFDC in China). Report on evaluation of the revision of council regulation (EEC) NO 2092/91, import regime in two exporting non-EU countries (TR, CH) and on an international level Organic Eprints

This report provides an evaluation of the new EU import regulation for organic products (Council Regulation (EC) 834/2007, Commission Regulation (EC) No 1235/2008). To ensure that the evaluation addresses the issues and concerns of the stakeholders affected by the new import regulation and to increase the use of the evaluation results for upcoming decisions, this evaluation was organised as a stakeholder evaluation approach. Based on the results from two national workshops in third countries (Turkey and Switzerland) and from one international workshop, the report concludes in policy recommendations to improve the import system for organic products as well as the organic sector as a whole.

According to "The World of Organic Agriculture 2006", 2006 was a dynamic year for the development of legal frameworks for organic production worldwide, particularly in Latin America. In addition to the much followed and still uncompleted revision of the EU Regulation 2092/91, 12 countries join the ranks of those with regulations in 2006. Half of these countries were in Latin America. In comparison, only one country was added to the list between 2005 to 2004.

Opportunities and risks of the revised European import regime Organic Eprints

The EU has new requirements for the import of organic products replacing the import authorizations by a system where certification bodies operating in Third countries will be approved by the EU Commission. The new system has the potential to increase the efficacy of the control system in Third Countries, to reduce the bureaucracy for international trade and competitive disadvantages for non-European certification bodies. However clear criteria for the assessment of compliancy and equivalency and thorough supervision of certification bodies are necessary to maintain and improve the organic integrity for imported products.

Survey of the Residue Situation in Turkish Organic Products Organic Eprints

Since December 2011, ETO and FiBL are jointly implementing the German-Turkish Bilateral Cooperation Project Organic Agriculture. The aim of this project is to ensure and improve the quality of Turkish organic food produced for the European market. The focus of the Project is on the avoidance of unwanted residues such as pesticide contamination. The production chains for dried apricots, sultanas and hazelnuts were investigated in greater depth, and measures were developed for quality improvement. There is very little guidance from the EU Commission on how to handle residues on organic products. This document was prepared in the project «Development of guidelines for the use of pesticide analysis in organic inspection in the Czech Republic (sampling, evaluation and interpretation)». At the beginning of this project, a workshop with stakeholders was held. The present document builds on the outcomes of this workshop, and elaborates guidance for all stakeholders involved in Czech organic production and its control, on how to deal with residue analyses.
